القضاء على الفقر المدقع للناس أجمعين أينما كانوا بحلول عام 2030، وهو يُقاس حاليا بعدد الأشخاص الذين يعيشون بأقل من 1.25 دولار في اليوم.

نسبة السكان الذين يعيشون دون خط الفقر الدولي، مصنفين بحسب نوع الجنس، والفئة العمرية، والوضع الوظيفي، والموقع الجغرافي (حضري/ريفي).
 الإعلان العالمي لحقوق الإنسان 22 لكل شخص بصفته عضواً في المجتمع الحق في الضمانة الاجتماعية وفي أن تحقق بوساطة المجهود القومي والتعاون الدولي وبما يتفق ونظم كل دولة ومواردها الحقوق الاقتصادية والاجتماعية والتربوية التي لاغنى عنها لكرامته وللنمو الحر لشخصيته.
العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية 11.1 تقر الدول الأطراف في هذا العهد بحق كل شخص في مستوى معيشي كاف له ولأسرته، يوفر ما يفي بحاجتهم من الغذاء والكساء والمأوى، وبحقه في تحسين متواصل لظروفه المعيشية. وتتعهد الدول الأطراف باتخاذ التدابير اللازمة لإنفاذ هذا الحق، معترفة في هذا الصدد بالأهمية الأساسية للتعاون الدولي القائم على الارتضاء الحر.
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11-2-(أ) تحسين طرق إنتاج وحفظ وتوزيع المواد الغذائية، عن طريق الاستفادة الكلية من المعارف التقنية والعلمية، ونشر المعرفة بمبادئ التغذية، واستحداث أو إصلاح نظم توزيع الأراضي الزراعية بطريقة تكفل أفضل إنماء للموارد الطبيعية وانتفاع بها،
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11-2-(ب) تأمين توزيع الموارد الغذائية العالمية توزيعا عادلا في ضوء الاحتياجات، يضع في اعتباره المشاكل التي تواجهها البلدان المستوردة للأغذية والمصدرة لها على السواء.
الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(1) الحق في العمل، وفي حرية اختيار نوع العمل، وفي شروط عمل عادلة مرضية، وفي الحماية من البطالة، وفي تقاضي أجر متساو عن العمل المتساوي، وفي نيل مكافأة عادلة مرضية،
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة 13 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المجالات الأخرى للحياة الاقتصادية والاجتماعية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة نفس الحقوق، ولاسيما:
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:

European Social Charter (Revised) Part II The Parties undertake, as provided for in Part III, to consider themselves bound by the obligations laid down in the following articles and paragraphs.
Part I.1 Everyone shall have the opportunity to earn his living in an occupation freely entered upon.
Part II.1.2 to protect effectively the right of the worker to earn his living in an occupation freely entered upon;
Part#II.4 With a view to ensuring the effective exercise of the right to a fair remuneration, the Parties undertake:
Part#II.4.1 to recognise the right of workers to a remuneration such as will give them and their families a decent standard of living;
Part#II.4.2 to recognise the right of workers to an increased rate of remuneration for overtime work, subject to exceptions in particular cases;
Part#II.4.3 to recognise the right of men and women workers to equal pay for work of equal value;
Part#II.4.5 to permit deductions from wages only under conditions and to the extent prescribed by national laws or regulations or fixed by collective agreements or arbitration awards.
Part#II.13 With a view to ensuring the effective exercise of the right to social and medical assistance, the Parties undertake:
Part#II.13.1 to ensure that any person who is without adequate resources and who is unable to secure such resources either by his own efforts or from other sources, in particular by benefits under a social security scheme, be granted adequate assistance, and, in case of sickness, the care necessitated by his condition;

Part#II.13.3 to provide that everyone may receive by appropriate public or private services such advice and personal help as may be required to prevent, to remove, or to alleviate personal or family want;

Part#II.30 With a view to ensuring the effective exercise of the right to protection against poverty and social exclusion, the Parties undertake:
Part#I.30 Everyone has the right to protection against poverty and social exclusion.
Part#II.30.a to take measures within the framework of an overall and co-ordinated approach to promote the effective access of persons who live or risk living in a situation of social exclusion or poverty, as well as their families, to, in particular, employment, housing, training, education, culture and social and medical assistance;
Part#II.30.b to review these measures with a view to their adaptation if necessary.
American Declaration on the Rights and Duties of Man XII Every person has the right to an education, which should be based on the principles of liberty, morality and human solidarity. Likewise every person has the right to an education that will prepare him to attain a decent life, to raise his standard of living, and to be a useful member of society. The right to an education includes the right to equality of opportunity in every case, in accordance with natural talents, merit and the desire to utilize the resources that the state or the community is in a position to provide. Every person has the right to receive, free, at least a primary education.
XIV Every person has the right to work, under proper conditions, and to follow his vocation freely, insofar as existing conditions of employment permit. Every person who works has the right to receive such remuneration as will, in proportion to his capacity and skill, assure him a standard of living suitable for himself and for his family.
American Convention on Human Rights 26 The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.
Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social and Cultural rights (Protocol of San Salvador) 1 The States Parties to this Additional Protocol to the American Convention on Human Rights undertake to adopt the necessary measures, both domestically and through international cooperation, especially economic and technical, to the extent allowed by their available resources, and taking into account their degree of development, for the purpose of achieving progressively and pursuant to their internal legislations, the full observance of the rights recognized in this Protocol.
6.1 Everyone has the right to work, which includes the opportunity to secure the means for living a dignified and decent existence by performing a freely elected or accepted lawful activity.
6.2 The State Parties undertake to adopt measures that will make the right to work fully effective, especially with regard to the achievement of full employment, vocational guidance, and the development of technical and vocational training projects, in particular those directed to the disabled. The States Parties also undertake to implement and strengthen programs that help to ensure suitable family care, so that women may enjoy a real opportunity to exercise the right to work.
17.b Undertake work programs specifically designed to give the elderly the opportunity to engage in a productive activity suited to their abilities and consistent with their vocations or desires;
18 Everyone affected by a diminution of his physical or mental capacities is entitled to receive special attention designed to help him achieve the greatest possible development of his personality. The States Parties agree to adopt such measures as may be necessary for this purpose and, especially, to:
18.a Undertake programs specifically aimed at providing the handicapped with the resources and environment needed for attaining this goal, including work programs consistent with their possibilities and freely accepted by them or their legal representatives, as the case may be;
Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities II The objectives of this Convention are to prevent and eliminate all forms of discrimination against persons with disabilities and to promote their full integration into society.
III To achieve the objectives of this Convention, the states parties undertake:
III.1 To adopt the legislative, social, educational, labor-related, or any other measures needed to eliminate discrimination against persons with disabilities and to promote their full integration into society, including, but not limited to:
III.1.a Measures to eliminate discrimination gradually and to promote integration by government authorities and/or private entities in providing or making available goods, services, facilities, programs, and activities such as employment, transportation, communications, housing, recreation, education, sports, law enforcement and administration of justice, and political and administrative activities;

13.2 State Parties to the present Charter shall ensure, subject to available resources, to a disabled child and to those responsible for his care, assistance for which application is made and which is appropriate to the child’s condition and in particular shall ensure that the disabled child has effective access to training, preparation for employment and recreation opportunities in a manner conducive to the child achieving the fullest possible social integration, individual development and his/her cultural and moral development.
15.2 State Parties to the present Charter take all appropriate legislative and administrative measures to ensure the full implementation of this Article which covers both the formal and informal sectors of employment and having regard to the relevant provisions of the International Labour Organization’s instruments relating to children. State Parties shall in particular:
15.2.a provide through legislation, minimum wages for admission to every employment;
20.2 State Parties to the present Charter shall in accordance with their means and national conditions take all appropriate measures:
20.2.a to assist parents and other persons responsible for the child and in case of need, provide material assistance and support programmes particularly with regard to nutrition, health, education, clothing and housing;

2.1.a include in their national constitutions and other legislative instruments, if not already done, the principle of equality between women and men and ensure its effective application;
13 States Parties shall adopt and enforce legislative and other measures to guarantee women equal opportunities in work and career advancement and other economic opportunities. In this respect, they shall:
13.a promote equality of access to employment;
13.b promote the right to equal remuneration for jobs of equal value for women and men;
13.e create conditions to promote and support the occupations and economic activities of women, in particular, within the informal sector;
13.h take the necessary measures to recognise the economic value of the work of women in the home;
13.j ensure the equal application of taxation laws to women and men;
13.k recognise and enforce the right of salaried women to the same allowances and entitlements as those granted to salaried men for their spouses and children
19 Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.a introduce the gender perspective in the national development planning procedures;
19.b ensure participation of women at all levels in the conceptualisation, decision-making, implementation and evaluation of development policies and programmes;
19.d promote women’s access to credit, training, skills development and extension services at rural and urban levels in order to provide women with a higher quality of life and reduce the level of poverty among women;
19.e take into account indicators of human development specifically relating to women in the elaboration of development policies and programmes;
19.f ensure that the negative effects of globalisation and any adverse effects of the implementation of trade and economic policies and programmes are reduced to the minimum for women.

17 Everyone has the right to special protection in old age. With this in view the States Parties agree to take progressively the necessary steps to make this right a reality and, particularly, to:
17.b Undertake work programs specifically designed to give the elderly the opportunity to engage in a productive activity suited to their abilities and consistent with their vocations or desires;

18.3 The State shall ensure the elimination of every discrimination against women and also censure the protection of the rights of the woman and the child as stipulated in international declarations and conventions.
الميثاق الأفريقي بشأن حقوق ورفاهية الطفل 5.2 State Parties to the present Charter shall ensure, to the maximum extent possible, the survival, protection and development of the child.
13.2 State Parties to the present Charter shall ensure, subject to available resources, to a disabled child and to those responsible for his care, assistance for which application is made and which is appropriate to the child’s condition and in particular shall ensure that the disabled child has effective access to training, preparation for employment and recreation opportunities in a manner conducive to the child achieving the fullest possible social integration, individual development and his/her cultural and moral development.
15.2 State Parties to the present Charter take all appropriate legislative and administrative measures to ensure the full implementation of this Article which covers both the formal and informal sectors of employment and having regard to the relevant provisions of the International Labour Organization’s instruments relating to children. State Parties shall in particular:
15.2.a provide through legislation, minimum wages for admission to every employment;
20.2 State Parties to the present Charter shall in accordance with their means and national conditions take all appropriate measures:
20.2.a to assist parents and other persons responsible for the child and in case of need, provide material assistance and support programmes particularly with regard to nutrition, health, education, clothing and housing;

19 Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.a introduce the gender perspective in the national development planning procedures;
19.b ensure participation of women at all levels in the conceptualisation, decision-making, implementation and evaluation of development policies and programmes;
19.d promote women’s access to credit, training, skills development and extension services at rural and urban levels in order to provide women with a higher quality of life and reduce the level of poverty among women;
19.e take into account indicators of human development specifically relating to women in the elaboration of development policies and programmes;
19.f ensure that the negative effects of globalisation and any adverse effects of the implementation of trade and economic policies and programmes are reduced to the minimum for women.

النسبة المئوية من السكان الذين تشملهم الحدود الدنيا/النظم الخاصة بالحماية الاجتماعية، مصنفين بحسب نوع الجنس، مع التمييز بين الأطفال والعاطلين عن العمل والمسنين والأشخاص ذوي الإعاقة والحوامل/الأطفال حديثي الولادة وضحايا إصابات العمل والفقراء والضعفاء.
 الإعلان العالمي لحقوق الإنسان 25.1 لكل شخص الحق في مستوى من المعيشة كاف للمحافظة على الصحة والرفاهية له ولأسرته، ويتضمن ذلك التغذية والملبس والمسكن والعناية الطبية وكذلك الخدمات الاجتماعية اللازمة، وله الحق في تأمين معيشته في حالات البطالة والمرض والعجز والترمل والشيخوخة وغير ذلك من فقدان وسائل العيش نتيجة لظروف خارجة عن إرادته.

26.1 تعترف الدول الأطراف لكل طفل بالحق في الانتفاع من الضمان الاجتماعي، بما في ذلك التأمين الاجتماعي، وتتخذ التدابير اللازمة لتحقيق الإعمال الكامل لهذا الحق وفقا لقانونها الوطني.
26.2 ينبغي منح الإعانات، عند الاقتضاء، مع مراعاة موارد وظروف الطفل والأشخاص المسؤولين عن إعالة الطفل، فضلا عن أي اعتبار آخر ذي صلة بطلب يقدم من جانب الطفل أو نيابة عنه للحصول على إعانات.
27.3 تتخذ الدول الأطراف، وفقا لظروفها الوطنية وفى حدود إمكانياتها، التدابير الملائمة من أجل مساعدة الوالدين وغيرهما من الأشخاص المسؤولين عن الطفل، علي إعمال هذا الحق وتقدم عند الضرورة المساعدة المادية وبرامج الدعم، ولا سيما فيما يتعلق بالتغذية والكساء والإسكان.
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة
11.2 توخيا لمنع التمييز ضد المرأة بسبب الزواج أو الأمومة، ضمانا لحقها الفعلي في العمل، تتخذ الدول الأطراف التدابير المناسبة:
11-2-(ج) لتشجيع توفير الخدمات الاجتماعية المساندة اللازمة لتمكين الوالدين من الجمع بين الالتزامات العائلية وبين مسؤوليات العمل والمشاركة في الحياة العامة، ولا سيما عن طريق تشجيع إنشاء وتنمية شبكة من مرافق رعاية الأطفال،
13 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المجالات الأخرى للحياة الاقتصادية والاجتماعية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة نفس الحقوق، ولاسيما:
13-(أ) الحق في الاستحقاقات العائلية،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:

28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ب) ضمان استفادة الأشخاص ذوي الإعاقة، خصوصا النساء والفتيات وكبار السن، من برامج الحماية الاجتماعية وبرامج الحد من الفقر،
الاتفاقية الدولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم 27.1 فيما يتعلق بالضمان الاجتماعي، يتمتع العمال المهاجرون وأفراد أسرهم في دولة العمل بنفس المعاملة التي يعامل بها رعايا الدولة بقدر استيفائهم للشروط التي ينص عليها التشريع المنطبق في تلك الدولة والمعاهدات الثنائية والمتعددة الأطراف المنطبقة فيها. وتستطيع السلطات المختصة في دولة المنشأ ودولة العمل القيام، في أي وقت، بوضع الترتيبات اللازمة لتحديد وسائل تطبيق هذه القاعدة.
43.1 يتمتع العمال المهاجرون بالمساواة في المعاملة مع رعايا دولة العمل فيما يتعلق بما يلي:
43-1-(ه) إمكانية الحصول على الخدمات الاجتماعية والصحية، شريطة الوفاء بمتطلبات الاشتراك في برامج هذه الخدمات،
45.1 يتمتع أفراد أسر العمال المهاجرين، في دولة العمل، بالمساواة في المعاملة مع رعايا تلك الدولة، وذلك فيما يتعلق بما يلي:
45-1-(ج) إمكانية الحصول على الخدمات الاجتماعية والصحية، شريطة الوفاء بمتطلبات الاشتراك في برامج هذه الخدمات،
إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية 21.1 للشعوب الأصلية الحق، دونما تمييز، في تحسين أوضاعها الاقتصادية والاجتماعية، ولا سيما في مجالات التعليم والعمالة والتدريب المهني وإعادة التدريب والإسكان والصرف الصحي والصحة والضمان الاجتماعي.
اتفاقية منظمة العمل الدولية رقم 102 بشأن الضمان الاجتماعي (المعايير الدنيا) لعام 1952 ILO 102 تحدد هذه الاتفاقية لمنظمة العمل الدولية معايير دنيا لمستوى مساعدات الضمان الاجتماعي وشروط منحها، وتغطي بذلك الفروع التسعة الأساسية للضمان الصحي، وهي الرعاية الصحية، المرض، البطالة، الشيخوخة، إصابة عمل، العائلة، الأمومة، الإقعاد وإعانات الورثة.
اتفاقية منظمة العمل الدولية رقم 118 بشأن المساواة في المعاملة (الضمان الاجتماعي) لعام 1962 ILO 118 تحدد هذه الاتفاقية لمنظمة العمل الدولية قواعد المساواة في المعاملة بين المواطنين وغير المواطنين في مجال الضمان الاجتماعي، وبالأخص بالنسبة للعمال المهاجرين.
اتفاقية منظمة العمل الدولية رقم 157 بشأن الحفاظ على الحقوق في مجال الضمان الاجتماعي لعام 1982 ILO 157 اتفاقية منظمة العمل الدولية رقم 157 بشأن الحفاظ على الحقوق في مجال الضمان الاجتماعي لعام 1982. هذه الاتفاقية الصادرة عن منظمة العمل الدولية تنص على بعض الحقوق المتعلقة بالضمان الاجتماعي والمساعدات للعمال المهاجرين الذين يواجهون إمكانية فقدان المساعدات أو الإعانات التي كانوا سيحصلون عليها في وطنهم.

European Social Charter (Revised) Part II The Parties undertake, as provided for in Part III, to consider themselves bound by the obligations laid down in the following articles and paragraphs.
Part#II.8 With a view to ensuring the effective exercise of the right of employed women to the protection of maternity, the Parties undertake:
Part#II.8.1 to provide either by paid leave, by adequate social security benefits or by benefits from public funds for employed women to take leave before and after childbirth up to a total of at least fourteen weeks;
Part#II.11 With a view to ensuring the effective exercise of the right to protection of health, the Parties undertake, either directly or in cooperation with public or private organisations, to take appropriate measures designed inter alia:
Part#II.11.2 to provide advisory and educational facilities for the promotion of health and the encouragement of individual responsibility in matters of health;
Part#I.12 All workers and their dependents have the right to social security.
Part#II.12 For at sikre en effektiv udøvelse af retten til social tryghed forpligter de kontraherende parter sig til:
Part#II.12.1 to establish or maintain a system of social security;
Part#II.12.2 to maintain the social security system at a satisfactory level at least equal to that necessary for the ratification of the European Code of Social Security;

Part#II.12.4.a equal treatment with their own nationals of the nationals of other Parties in respect of social security rights, including the retention of benefits arising out of social security legislation, whatever movements the persons protected may undertake between the territories of the Parties;
Part#II.12.4.b the granting, maintenance and resumption of social security rights by such means as the accumulation of insurance or employment periods completed under the legislation of each of the Parties.
Part#II.13 With a view to ensuring the effective exercise of the right to social and medical assistance, the Parties undertake:
Part#II.13.1 to ensure that any person who is without adequate resources and who is unable to secure such resources either by his own efforts or from other sources, in particular by benefits under a social security scheme, be granted adequate assistance, and, in case of sickness, the care necessitated by his condition;

Part#II.16 With a view to ensuring the necessary conditions for the full development of the family, which is a fundamental unit of society, the Parties undertake to promote the economic, legal and social protection of family life by such means as social and family benefits, fiscal arrangements, provision of family housing, benefits for the newly married and other appropriate means.
Part#II.17 With a view to ensuring the effective exercise of the right of children and young persons to grow up in an environment which encourages the full development of their personality and of their physical and mental capacities, the Parties undertake, either directly or in co-operation with public and private organisations, to take all appropriate and necessary measures designed:
Part#II.17.1.a to ensure that children and young persons, taking account of the rights and duties of their parents, have the care, the assistance, the education and the training they need, in particular by providing for the establishment or maintenance of institutions and services sufficient and adequate for this purpose;
Part#II.17.1.c to provide protection and special aid from the state for children and young persons temporarily or definitively deprived of their family's support;
Part#II.23 With a view to ensuring the effective exercise of the right of elderly persons to social protection, the Parties undertake to adopt or encourage, either directly or in co-operation with public or private organisations, appropriate measures designed in particular: –to enable elderly persons to remain full members of society for as long as possible, by means of: (a) adequate resources enabling them to lead a decent life and play an active part in public, social and cultural life; (b) provision of information about services and facilities available for elderly persons and their opportunities to make use of them; –to enable elderly persons to choose their lifestyle freely and to lead independent lives in their familiar surroundings for as long as they wish and are able, by means of: (a) provision of housing suited to their needs and their state of health or of adequate support for adapting their housing; (b) the health care and the services necessitated by their state; –to guarantee elderly persons living in institutions appropriate support, while respecting their privacy, and participation in decisions concerning living conditions in the institution.
American Declaration on the Rights and Duties of Man XVI Every person has the right to social security which will protect him from the consequences of unemployment, old age, and any disabilities arising from causes beyond his control that make it physically or mentally impossible for him to earn a living.
Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social and Cultural rights (Protocol of San Salvador) 9.1 Everyone shall have the right to social security protecting him from the consequences of old age and of disability which prevents him, physically or mentally, from securing the means for a dignified and decent existence. In the event of the death of a beneficiary, social security benefits shall be applied to his dependents.
9.2 In the case of persons who are employed, the right to social security shall cover at least medical care and an allowance or retirement benefit in the case of work accidents or occupational disease and, in the case of women, paid maternity leave before and after childbirth.
15.3 The States Parties hereby undertake to accord adequate protection to the family unit and in particular:
15.3.a To provide special care and assistance to mothers during a reasonable period before and after childbirth;

13.1 تقر الدول الأطراف في هذا العهد بحق كل فرد في التربية والتعليم. وهى متفقة على وجوب توجيه التربية والتعليم إلى الإنماء الكامل للشخصية الإنسانية والحس بكرامتها وإلى توطيد احترام حقوق الإنسان والحريات الأساسية. وهى متفقة كذلك على وجوب استهداف التربية والتعليم تمكين كل شخص من الإسهام بدور نافع في مجتمع حر، وتوثيق أواصر التفاهم والتسامح والصداقة بين جميع الأمم ومختلف الفئات السلالية أو الإثنية أو الدينية، ودعم الأنشطة التي تقوم بها الأمم المتحدة من أجل صيانة السلم.
15.1 تقر الدول الأطراف في هذا العهد بأن من حق كل فرد:
15-1-(ب) أن يتمتع بفوائد التقدم العلمي وبتطبيقاته،
الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري 2.2 تقوم الدول الأطراف، عند اقتضاء الظروف ذلك، باتخاذ التدابير الخاصة والملموسة اللازمة، في الميدان الاجتماعي والميدان الاقتصادي والميدان الثقافي والميادين الأخرى، لتأمين النماء الكافي والحماية الكافية لبعض الجماعات العرقية أو للأفراد المنتمين إليها، علي قصد ضمان تمتعها وتمتعهم التام المتساوي بحقوق الإنسان والحريات الأساسية. ولا يجوز في أية حال أن يترتب علي هذه التدابير، كنتيجة لذلك، إدامة أية حقوق متفاوته أو مستقلة تختلف باختلاف الجماعات العرقية بعد بلوغ الأهداف التي اتخذت من أجلها.
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(د) الحقوق المدنية الأخرى، ولا سيما:
5-(د)(5) حق التملك بمفرده أو بالاشتراك مع آخرين،
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(3) الحق في السكن،
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(4) حق التمتع بخدمات الصحة العامة والرعاية الطبية والضمان الاجتماعي والخدمات الاجتماعية،
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(5) الحق في التعليم والتدريب،
اتفاقية حقوق الطفل 2.1 تحترم الدول الأطراف الحقوق الموضحة في هذه الاتفاقية وتضمنها لكل طفل يخضع لولايتها دون أي نوع من أنواع التمييز، بغض النظر عن عنصر الطفل أو والديه أو الوصي القانوني عليه أو لونهم أو جنسهم أو لغتهم أو دينهم أو رأيهم السياسي أو غيره أو أصلهم القومي أو الإثني أو الاجتماعي، أو ثروتهم، أو عجزهم، أو مولدهم، أو أي وضع آخر.
4 تتخذ الدول الأطراف كل التدابير التشريعية والإدارية وغيرها من التدابير الملائمة لإعمال الحقوق المعترف بها في هذه الاتفاقية. وفيما يتعلق بالحقوق الاقتصادية والاجتماعية والثقافية، تتخذ الدول الأطراف هذه التدابير إلى أقصى حدود مواردها المتاحة، وحيثما يلزم، في إطار التعاون الدولي.
24.1 تعترف الدول الأطراف بحق الطفل في التمتع بأعلى مستوى صحي يمكن بلوغه وبحقه في مرافق علاج الأمراض وإعادة التأهيل الصحي. وتبذل الدول الأطراف قصارى جهدها لتضمن ألا يحرم أي طفل من حقه في الحصول على خدمات الرعاية الصحية هذه.
26.1 تعترف الدول الأطراف لكل طفل بالحق في الانتفاع من الضمان الاجتماعي، بما في ذلك التأمين الاجتماعي، وتتخذ التدابير اللازمة لتحقيق الإعمال الكامل لهذا الحق وفقا لقانونها الوطني.
27.1 تعترف الدول الأطراف بحق كل طفل في مستوى معيشي ملائم لنموه البدني والعقلي والروحي والمعنوي والاجتماعي.
27.2 يتحمل الوالدان أو أحدهما أو الأشخاص الآخرون المسؤولون عن الطفل، المسؤولية الأساسية عن القيام، في حدود إمكانياتهم المالية وقدراتهم، بتأمين ظروف المعيشة اللازمة لنمو الطفل.
27.3 تتخذ الدول الأطراف، وفقا لظروفها الوطنية وفى حدود إمكانياتها، التدابير الملائمة من أجل مساعدة الوالدين وغيرهما من الأشخاص المسؤولين عن الطفل، علي إعمال هذا الحق وتقدم عند الضرورة المساعدة المادية وبرامج الدعم، ولا سيما فيما يتعلق بالتغذية والكساء والإسكان.
28.1 تعترف الدول الأطراف بحق الطفل في التعليم، وتحقيقا للإعمال الكامل لهذا الحق تدريجيا وعلى أساس تكافؤ الفرص، تقوم بوجه خاص بما يلي:
28-1-(أ) جعل التعليم الابتدائي إلزاميا ومتاحا مجانا للجميع،
28.1 تعترف الدول الأطراف بحق الطفل في التعليم، وتحقيقا للإعمال الكامل لهذا الحق تدريجيا وعلى أساس تكافؤ الفرص، تقوم بوجه خاص بما يلي:
28-1-(ب) تشجيع تطوير شتى أشكال التعليم الثانوي، سواء العام أو المهني، وتوفيرها وإتاحتها لجميع الأطفال، واتخاذ التدابير المناسبة مثل إدخال مجانية التعليم وتقديم المساعدة المالية عند الحاجة إليها،
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة 3 تتخذ الدول الأطراف في جميع الميادين، ولا سيما الميادين السياسية والاجتماعية والاقتصادية والثقافية، كل التدابير المناسبة، بما في ذلك التشريعي منها، لكفالة تطور المرأة وتقدمها الكاملين. وذلك لتضمن لها ممارسة حقوق الإنسان والحريات الأساسية والتمتع بها على أساس المساواة مع الرجل.
10 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة لكي تكفل لها حقوقا مساوية لحقوق الرجل في ميدان التربية، وبوجه خاص لكي تكفل، على أساس المساواة بين الرجل والمرأة:
10-(أ) شروط متساوية في التوجيه الوظيفي والمهني، والالتحاق بالدراسات والحصول على الدرجات العلمية في المؤسسات التعليمية على اختلاف فئاتها، في المناطق الريفية والحضرية على السواء، وتكون هذه المساواة مكفولة في مرحلة الحضانة وفى التعليم العام والتقني والمهني والتعليم التقني العالي، وكذلك في جميع أنواع التدريب المهني،
12.1 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في ميدان الرعاية الصحية من أجل أن تضمن لها، على أساس المساواة بين الرجل والمرأة، الحصول على خدمات الرعاية الصحية، بما في ذلك الخدمات المتعلقة بتنظيم الأسرة.
13 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المجالات الأخرى للحياة الاقتصادية والاجتماعية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة نفس الحقوق، ولاسيما:
13-(أ) الحق في الاستحقاقات العائلية،
13 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المجالات الأخرى للحياة الاقتصادية والاجتماعية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة نفس الحقوق، ولاسيما:
13-(ب) الحق في الحصول على القروض المصرفية، والرهون العقارية وغير ذلك من أشكال الائتمان المالي،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(أ) المشاركة في وضع وتنفيذ التخطيط الإنمائي على جميع المستويات،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(ب) To have access to adequate health care facilities, including information, counselling and services in family planning;
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(ج) الاستفادة بصورة مباشرة من برامج الضمان الاجتماعي،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(د) الحصول على جميع أنواع التدريب والتعليم، الرسمي وغير الرسمي، بما في ذلك ما يتصل منه بمحو الأمية الوظيفي، وكذلك التمتع خصوصا بكافة الخدمات المجتمعية والإرشادية، وذلك لتحقيق زيادة كفاءتها التقنية،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(ه) تنظيم جماعات المساعدة الذاتية والتعاونيات من أجل الحصول على فرص اقتصادية مكافئة لفرص الرجل عن طريق العمل لدى الغير أو العمل لحسابهن الخاص،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(ز) المشاركة في جميع الأنشطة المجتمعية،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(ح) التمتع بظروف معيشية ملائمة، ولا سيما فيما يتعلق بالإسكان والمرافق الصحية والإمداد بالكهرباء والماء، والنقل، والمواصلات.
اتفاقية حقوق الأشخاص ذوي الإعاقة
4.1 تتعهد الدول الأطراف بكفالة وتعزيز إعمال كافة حقوق الإنسان والحريات الأساسية إعمالا تاما لجميع الأشخاص ذوي الإعاقة دون أي تمييز من أي نوع على أساس الإعاقة. وتحقيقا لهذه الغاية، تتعهد الدول الأطراف بما يلي:
4-1-(ج) مراعاة حماية وتعزيز حقوق الإنسان للأشخاص ذوي الإعاقة في جميع السيايت والبرامج،
4.1 تتعهد الدول الأطراف بكفالة وتعزيز إعمال كافة حقوق الإنسان والحريات الأساسية إعمالا تاما لجميع الأشخاص ذوي الإعاقة دون أي تمييز من أي نوع على أساس الإعاقة. وتحقيقا لهذه الغاية، تتعهد الدول الأطراف بما يلي:
4-1-(ز) إجراء أو تعزيز البحوث والتطوير للتكنولوجيات الجديدة، وتعزيز توفيرها واستعمالها، بما في ذلك تكنولوجيات المعلومات والاتصال، والوسائل والأجهزة المساعدة على التنقل، والتكنولوجيات المُعِينة الملائمة للأشخاص ذوي الإعاقة، مع إيلاء الأولوية للتكنولوجيات المتاحة بأسعار معقولة،
4.2 فيما يتعلق بالحقوق الاقتصادية والاجتماعية والثقافية، تتعهد كل دولة من الدول الأطراف باتخاذ التدابير اللازمة بأقصى ما تتيحه الموارد المتوافرة لديها، وحيثما يلزم، في إطــار التعاون الدولي، للتوصل تدريجيا إلى إعمال هذه الحقوق إعمالا تاما، دون الإخلال بالالتزامات الواردة في هذه الاتفاقية والواجبة التطبيق فورا، وفقا للقانون الدولي.
24.1 تسلّم الدول الأطراف بحق الأشخاص ذوي الإعاقة في التعليم. ولإعمال هذا الحق دون تمييز وعلى أساس تكافؤ الفرص، تكفل الدول الأطراف نظاما تعليميا جامعا على جميع المستويات وتعلما مدى الحياة موجهين نحو ما يلي:
24-1-(أ) التنمية الكاملة للطاقات الإنسانية الكامنة والشعور بالكرامة وتقدير الذات، وتعزيز احترام حقوق الإنسان والحريات الأساسية والتنوع البشري،
24.1 تسلّم الدول الأطراف بحق الأشخاص ذوي الإعاقة في التعليم. ولإعمال هذا الحق دون تمييز وعلى أساس تكافؤ الفرص، تكفل الدول الأطراف نظاما تعليميا جامعا على جميع المستويات وتعلما مدى الحياة موجهين نحو ما يلي:
24-1-(ب) تنمية شخصية الأشخاص ذوي الإعاقة ومواهبهم وإبداعهم، فضلا عن قدراتهم العقلية والبدنية، للوصول بها إلى أقصى مدى،
24.1 تسلّم الدول الأطراف بحق الأشخاص ذوي الإعاقة في التعليم. ولإعمال هذا الحق دون تمييز وعلى أساس تكافؤ الفرص، تكفل الدول الأطراف نظاما تعليميا جامعا على جميع المستويات وتعلما مدى الحياة موجهين نحو ما يلي:
24-1-(ج) تمكين الأشخاص ذوي الإعاقة من المشاركة الفعالة في مجتمع حُر.
24.2 تحرص الدول الأطراف في إعمالها هذا الحق على كفالة ما يلي:
24-2-(أ) عدم استبعاد الأشخاص ذوي الإعاقة من النظام التعليمي العام على أساس الإعاقة، وعدم استبعاد الأطفال ذوي الإعاقة من التعليم الابتدائي أو الثانوي المجاني والإلزامي على أساس الإعاقة،
25 تعترف الدول الأطراف بـأن للأشخاص ذوي الإعاقة الحق في التمتع بأعلى مستويات الصحة دون تمييز على أساس الإعاقة. وتتخذ الدول الأطراف كل التدابير المناسبة الكفيلة بحصول الأشخاص ذوي الإعاقة على خدمات صحية تراعي الفروق بين الجنسين، بما في ذلك خدمات إعادة التأهيل الصحي. وتعمل الدول الأطراف بوجه خاص على ما يلي:
25-(أ) توفير رعاية وبرامج صحية مجانية أو معقولة التكلفة للأشخاص ذوي الإعاقة تعادل في نطاقها ونوعيتها ومعاييرها تلك التي توفرها للآخرين، بما في ذلك خدمات الصحة الجنسية والإنجابية وبرامج الصحة العامة للسكان،
25 تعترف الدول الأطراف بـأن للأشخاص ذوي الإعاقة الحق في التمتع بأعلى مستويات الصحة دون تمييز على أساس الإعاقة. وتتخذ الدول الأطراف كل التدابير المناسبة الكفيلة بحصول الأشخاص ذوي الإعاقة على خدمات صحية تراعي الفروق بين الجنسين، بما في ذلك خدمات إعادة التأهيل الصحي. وتعمل الدول الأطراف بوجه خاص على ما يلي:
25-(ب) توفير ما يحتاج إليه الأشخاص ذوو الإعاقة تحديدا بسبب إعاقتهم من خدمات صحية، تشمل الكشف المبكر والتدخل عند الاقتضاء، وخدمات تهدف إلى التقليل إلى أدنى حد من الإعاقات ومنع حدوث المزيد منها، على أن يشمل ذلك الأطفال وكبار السن،
25 تعترف الدول الأطراف بـأن للأشخاص ذوي الإعاقة الحق في التمتع بأعلى مستويات الصحة دون تمييز على أساس الإعاقة. وتتخذ الدول الأطراف كل التدابير المناسبة الكفيلة بحصول الأشخاص ذوي الإعاقة على خدمات صحية تراعي الفروق بين الجنسين، بما في ذلك خدمات إعادة التأهيل الصحي. وتعمل الدول الأطراف بوجه خاص على ما يلي:
25-(ج) توفير هذه الخدمات الصحية في أقرب مكان ممكن من مجتمعاتهم المحلية، بما في ذلك في المناطق الريفية،
28.1 تعترف الدول الأطراف بحق الأشخاص ذوي الإعاقة في التمتع بمستوى معيشي لائق لهم ولأسرهم، بما في ذلك ما يكفيهم من الغذاء والملبس والمسكن، وفي مواصلة تحسين ظروف معيشتهم، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله دون تمييز على أساس الإعاقة.
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(أ) ضمان مساواة الأشخاص ذوي الإعاقة مع الآخرين في فرص الحصول على المياه النقية، وضمان حصولهم على الخدمات والأجهزة المناسبة ذات الأسعار المعقولة، وغير ذلك من المساعدات لتلبية الاحتياجات المرتبطة بالإعاقة،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ب) ضمان استفادة الأشخاص ذوي الإعاقة، خصوصا النساء والفتيات وكبار السن، من برامج الحماية الاجتماعية وبرامج الحد من الفقر،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ج) ضمان استفادة الأشخاص ذوي الإعاقة الذين يعيشون في حالة فقر وأسرهم من المساعدة التي تقدمها الدولة لتغطية النفقات المتعلقة بالإعاقة، بما فيها التدريب المناسب وإسداء المشورة والمساعدة المالية والرعاية المؤقتة،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(د) ضمان استفادة الأشخاص ذوي الإعاقة من برامج الإسكان العام،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ه) ضمان استفادة الأشخاص ذوي الإعاقة، على قدم المساواة مع الآخرين، من استحقاقات وبرامج التقاعد.
الاتفاقية الدولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم 27.1 فيما يتعلق بالضمان الاجتماعي، يتمتع العمال المهاجرون وأفراد أسرهم في دولة العمل بنفس المعاملة التي يعامل بها رعايا الدولة بقدر استيفائهم للشروط التي ينص عليها التشريع المنطبق في تلك الدولة والمعاهدات الثنائية والمتعددة الأطراف المنطبقة فيها. وتستطيع السلطات المختصة في دولة المنشأ ودولة العمل القيام، في أي وقت، بوضع الترتيبات اللازمة لتحديد وسائل تطبيق هذه القاعدة.
27.2 في الحالات التي لا يسمح فيها التشريع المنطبق للعمال المهاجرين وأفراد أسرهم بالتمتع باستحقاق ما، تقوم الدول المعني بالنظر في إمكانية أن يدفع للأشخاص المعنيين مقدار الاشتراكات التي أسهموا بها فيما يتعلق بهذا الاستحقاق، على أساس المعاملة التي يعامل بها الرعايا الذين يوجدون في ظروف مماثلة.
28 للعمال المهاجرين وأفراد أسرهم الحق في تلقي أية عناية طبية تكون مطلوبة بصورة عاجلة لحفظ حياتهم أو لتلافي ضرر لا يمكن علاجه يلحق بصحتهم وذلك على أساس المساواة في المعاملة مع رعايا الدولة المعنية. ولا يحرم هؤلاء من هذه العناية الطبية الطارئة بسبب أية مخالفة فيما يتعلق بالإقامة أو الاستخدام.
