القضاء على الفقر المدقع للناس أجمعين أينما كانوا بحلول عام 2030، وهو يُقاس حاليا بعدد الأشخاص الذين يعيشون بأقل من 1.25 دولار في اليوم.

نسبة السكان الذين يعيشون دون خط الفقر الدولي، مصنفين بحسب نوع الجنس، والفئة العمرية، والوضع الوظيفي، والموقع الجغرافي (حضري/ريفي).
الإعلان العالمي لحقوق الإنسان 22 لكل شخص بصفته عضواً في المجتمع الحق في الضمانة الاجتماعية وفي أن تحقق بوساطة المجهود القومي والتعاون الدولي وبما يتفق ونظم كل دولة ومواردها الحقوق الاقتصادية والاجتماعية والتربوية التي لاغنى عنها لكرامته وللنمو الحر لشخصيته.
العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية 11.1 تقر الدول الأطراف في هذا العهد بحق كل شخص في مستوى معيشي كاف له ولأسرته، يوفر ما يفي بحاجتهم من الغذاء والكساء والمأوى، وبحقه في تحسين متواصل لظروفه المعيشية. وتتعهد الدول الأطراف باتخاذ التدابير اللازمة لإنفاذ هذا الحق، معترفة في هذا الصدد بالأهمية الأساسية للتعاون الدولي القائم على الارتضاء الحر.
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11-2-(أ) تحسين طرق إنتاج وحفظ وتوزيع المواد الغذائية، عن طريق الاستفادة الكلية من المعارف التقنية والعلمية، ونشر المعرفة بمبادئ التغذية، واستحداث أو إصلاح نظم توزيع الأراضي الزراعية بطريقة تكفل أفضل إنماء للموارد الطبيعية وانتفاع بها،
11.2 واعترافا بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:
11-2-(ب) تأمين توزيع الموارد الغذائية العالمية توزيعا عادلا في ضوء الاحتياجات، يضع في اعتباره المشاكل التي تواجهها البلدان المستوردة للأغذية والمصدرة لها على السواء.
الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(1) الحق في العمل، وفي حرية اختيار نوع العمل، وفي شروط عمل عادلة مرضية، وفي الحماية من البطالة، وفي تقاضي أجر متساو عن العمل المتساوي، وفي نيل مكافأة عادلة مرضية،
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة 13 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المجالات الأخرى للحياة الاقتصادية والاجتماعية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة نفس الحقوق، ولاسيما:
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(أ) المشاركة في وضع وتنفيذ التخطيط الإنمائي على جميع المستويات،

28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ب) ضمان استفادة الأشخاص ذوي الإعاقة، خصوصا النساء والفتيات وكبار السن، من برامج الحماية الاجتماعية وبرامج الحد من الفقر،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ج) ضمان استفادة الأشخاص ذوي الإعاقة الذين يعيشون في حالة فقر وأسرهم من المساعدة التي تقدمها الدولة لتغطية النفقات المتعلقة بالإعاقة، بما فيها التدريب المناسب وإسداء المشورة والمساعدة المالية والرعاية المؤقتة،
إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية 20.1 للشعوب الأصلية الحق في أن تحتفظ بنظمها أو مؤسساتها السياسية والاقتصادية والاجتماعية وتطورها، وأن يتوفر لها الأمن في تمتعها بأسباب رزقها وتنميتها، وأن تمارس بحرية جميع أنشطتها التقليدية وغيرهــا من الأنشطة الاقتصادية.
20.2 للشعوب الأصلية المحرومة من أسباب الرزق والتنمية الحق في الحصول على جبر عادل ومنصف.
European Social Charter (Revised) Part II The Parties undertake, as provided for in Part III, to consider themselves bound by the obligations laid down in the following articles and paragraphs.
Part I.1 Everyone shall have the opportunity to earn his living in an occupation freely entered upon.
Part II.1.2 to protect effectively the right of the worker to earn his living in an occupation freely entered upon;
Part#II.4 With a view to ensuring the effective exercise of the right to a fair remuneration, the Parties undertake:
Part#II.4.1 to recognise the right of workers to a remuneration such as will give them and their families a decent standard of living;
Part#II.4.2 to recognise the right of workers to an increased rate of remuneration for overtime work, subject to exceptions in particular cases;
Part#II.4.3 to recognise the right of men and women workers to equal pay for work of equal value;
Part#II.4.5 to permit deductions from wages only under conditions and to the extent prescribed by national laws or regulations or fixed by collective agreements or arbitration awards.
Part#II.13 With a view to ensuring the effective exercise of the right to social and medical assistance, the Parties undertake:
Part#II.13.1 to ensure that any person who is without adequate resources and who is unable to secure such resources either by his own efforts or from other sources, in particular by benefits under a social security scheme, be granted adequate assistance, and, in case of sickness, the care necessitated by his condition;
Part#II.13.2 обеспечить, чтобы лица, пользующиеся подобной помощью, не ущемлялись в этой связи в своих политических и социальных правах;
Part#II.13.3 to provide that everyone may receive by appropriate public or private services such advice and personal help as may be required to prevent, to remove, or to alleviate personal or family want;
Part#II.13.4 to apply the provisions referred to in paragraphs 1, 2 and 3 of this article on an equal footing with their nationals to nationals of other Parties lawfully within their territories, in accordance with their obligations under the European Convention on Social and Medical Assistance, signed at Paris on 11 December 1953.
Part#II.30 With a view to ensuring the effective exercise of the right to protection against poverty and social exclusion, the Parties undertake:
Part#I.30 Everyone has the right to protection against poverty and social exclusion.
Part#II.30.a to take measures within the framework of an overall and co-ordinated approach to promote the effective access of persons who live or risk living in a situation of social exclusion or poverty, as well as their families, to, in particular, employment, housing, training, education, culture and social and medical assistance;
Part#II.30.b to review these measures with a view to their adaptation if necessary.
American Declaration on the Rights and Duties of Man XII Every person has the right to an education, which should be based on the principles of liberty, morality and human solidarity. Likewise every person has the right to an education that will prepare him to attain a decent life, to raise his standard of living, and to be a useful member of society. The right to an education includes the right to equality of opportunity in every case, in accordance with natural talents, merit and the desire to utilize the resources that the state or the community is in a position to provide. Every person has the right to receive, free, at least a primary education.
XIV Every person has the right to work, under proper conditions, and to follow his vocation freely, insofar as existing conditions of employment permit. Every person who works has the right to receive such remuneration as will, in proportion to his capacity and skill, assure him a standard of living suitable for himself and for his family.
American Convention on Human Rights 26 The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.
Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social and Cultural rights (Protocol of San Salvador) 1 The States Parties to this Additional Protocol to the American Convention on Human Rights undertake to adopt the necessary measures, both domestically and through international cooperation, especially economic and technical, to the extent allowed by their available resources, and taking into account their degree of development, for the purpose of achieving progressively and pursuant to their internal legislations, the full observance of the rights recognized in this Protocol.
6.1 Everyone has the right to work, which includes the opportunity to secure the means for living a dignified and decent existence by performing a freely elected or accepted lawful activity.
6.2 The State Parties undertake to adopt measures that will make the right to work fully effective, especially with regard to the achievement of full employment, vocational guidance, and the development of technical and vocational training projects, in particular those directed to the disabled. The States Parties also undertake to implement and strengthen programs that help to ensure suitable family care, so that women may enjoy a real opportunity to exercise the right to work.
17.b Undertake work programs specifically designed to give the elderly the opportunity to engage in a productive activity suited to their abilities and consistent with their vocations or desires;
18 Everyone affected by a diminution of his physical or mental capacities is entitled to receive special attention designed to help him achieve the greatest possible development of his personality. The States Parties agree to adopt such measures as may be necessary for this purpose and, especially, to:
18.a Undertake programs specifically aimed at providing the handicapped with the resources and environment needed for attaining this goal, including work programs consistent with their possibilities and freely accepted by them or their legal representatives, as the case may be;
Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities III To achieve the objectives of this Convention, the states parties undertake:
II The objectives of this Convention are to prevent and eliminate all forms of discrimination against persons with disabilities and to promote their full integration into society.
III.1 To adopt the legislative, social, educational, labor-related, or any other measures needed to eliminate discrimination against persons with disabilities and to promote their full integration into society, including, but not limited to:
III.1.a Measures to eliminate discrimination gradually and to promote integration by government authorities and/or private entities in providing or making available goods, services, facilities, programs, and activities such as employment, transportation, communications, housing, recreation, education, sports, law enforcement and administration of justice, and political and administrative activities;
الميثاق الأفريقي لحقوق الإنسان والشعوب 15 Every individual shall have the right to work under equitable and satisfactory conditions, and shall receive equal pay for equal work.
الميثاق الأفريقي بشأن حقوق ورفاهية الطفل 5.2 State Parties to the present Charter shall ensure, to the maximum extent possible, the survival, protection and development of the child.
13.2 State Parties to the present Charter shall ensure, subject to available resources, to a disabled child and to those responsible for his care, assistance for which application is made and which is appropriate to the child’s condition and in particular shall ensure that the disabled child has effective access to training, preparation for employment and recreation opportunities in a manner conducive to the child achieving the fullest possible social integration, individual development and his/her cultural and moral development.
15.2 State Parties to the present Charter take all appropriate legislative and administrative measures to ensure the full implementation of this Article which covers both the formal and informal sectors of employment and having regard to the relevant provisions of the International Labour Organization’s instruments relating to children. State Parties shall in particular:
15.2.a provide through legislation, minimum wages for admission to every employment;
20.2 State Parties to the present Charter shall in accordance with their means and national conditions take all appropriate measures:
20.2.a to assist parents and other persons responsible for the child and in case of need, provide material assistance and support programmes particularly with regard to nutrition, health, education, clothing and housing;
بروتوكول الميثاق الأفريقي لحقوق الإنسان والشعوب بشأن حقوق المرأة 2.1 States Parties shall combat all forms of discrimination against women through appropriate legislative, institutional and other measures. In this regard they shall:
2.1.a include in their national constitutions and other legislative instruments, if not already done, the principle of equality between women and men and ensure its effective application;
13 States Parties shall adopt and enforce legislative and other measures to guarantee women equal opportunities in work and career advancement and other economic opportunities. In this respect, they shall:
13.a promote equality of access to employment;
13.b promote the right to equal remuneration for jobs of equal value for women and men;
13.e create conditions to promote and support the occupations and economic activities of women, in particular, within the informal sector;
13.h take the necessary measures to recognise the economic value of the work of women in the home;
13.j ensure the equal application of taxation laws to women and men;
13.k recognise and enforce the right of salaried women to the same allowances and entitlements as those granted to salaried men for their spouses and children
19 Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.a introduce the gender perspective in the national development planning procedures;
19.b ensure participation of women at all levels in the conceptualisation, decision-making, implementation and evaluation of development policies and programmes;
19.d promote women’s access to credit, training, skills development and extension services at rural and urban levels in order to provide women with a higher quality of life and reduce the level of poverty among women;
19.e take into account indicators of human development specifically relating to women in the elaboration of development policies and programmes;
19.f ensure that the negative effects of globalisation and any adverse effects of the implementation of trade and economic policies and programmes are reduced to the minimum for women.
