7.14
The public authorities shall make efforts to identify and support persons or groups in vulnerable situations in order to engage them in an active, timely and effective manner in participation mechanisms. For these purposes, appropriate means and formats will be considered, in order to eliminate barriers to participation.
7.6.a
the type or nature of the environmental decision under consideration and, where appropriate, in non-technical language;
7.6.b
the authority responsible for making the decision and other authorities and bodies involved;
7.6.c
the procedure foreseen for the participation of the public, including the date on which the procedure will begin and end, mechanisms for participation and, where applicable, the date and place of any public consultation or hearing; and
7.6.d
the public authorities involved from which additional information on the environmental decision under consideration can be requested and the procedure for requesting information.
7.11
When the primary language of the directly affected public is different to the official languages, the public authority shall ensure that means are provided to facilitate their understanding and participation.
7.12
Each Party shall promote, where appropriate and in accordance with domestic legislation, public participation in international forums and negotiations on environmental matters or with an environmental impact, in accordance with the procedural rules on participation of each forum. The participation of the public at the national level on matters of international environmental forums shall also be promoted, where appropriate.

تيسر دول العمل، وفقا لتشريعها الوطني، استشارة العمال المهاجرين وأفراد أسرهم أو مشاركتهم في اتخاذ القرارات المتعلقة بحياة المجتمعات المحلية وإدارتها.

يجوز أن يتمتع العمال المهاجرون بالحقوق السياسية في دولة العمل إذا منحتهم تلك الدولة هذه الحقوق في ممارستها لسيادتها.

9.1
Each Party shall guarantee a safe and enabling environment for persons, groups and organizations that promote and defend human rights in environmental matters, so that they are able to act free from threat, restriction and insecurity
9.2
Each Party shall take adequate and effective measures to recognize, protect and promote all the rights of human rights defenders in environmental matters, including their right to life, personal integrity, freedom of opinion and expression, peaceful assembly and association, and free movement, as well as their ability to exercise their access rights, taking into account its international obligations in the field of human rights, its constitutional principles and the basic concepts of its legal system.
6.6
In order to facilitate access by persons or groups in vulnerable situations to information that particularly affects them, each Party shall endeavour, where applicable, to ensure that the competent authorities disseminate environmental information in the various languages used in the country, and prepare alternative formats that are comprehensible to those groups, using suitable channels of communication.
6.3.h
information on environmental impact assessment processes and on other environmental management instruments, where applicable, and environmental licences or permits granted by the public authorities;

an estimated list of waste by type and, when possible, by volume, location and year; and

Each Party shall guarantee an enabling environment for the work of persons, associations, organizations or groups that promote environmental protection, by recognizing and protecting them.

being informed promptly whether the requested information is in possession or not of the competent authority receiving the request;

The exercise of the right of access to environmental information includes:

requesting and receiving information from competent authorities without mentioning any special interest or explaining the reasons for the request;
6.1
Each Party shall guarantee, to the extent possible within available resources, that the competent authorities generate, collect, publicize and disseminate environmental information relevant to their functions in a systematic, proactive, timely, regular, accessible and comprehensible manner, and periodically update this information and encourage the disaggregation and decentralization of environmental information at the subnational and local levels. Each Party shall strengthen coordination between the different authorities of the State.
5.3
Each Party shall facilitate access to environmental information for persons or groups in vulnerable situations, establishing procedures for the provision of assistance, from the formulation of requests through to the delivery of the information, taking into account their conditions and specificities, for the purpose of promoting access and participation under equal conditions.
5.4
Each Party shall guarantee that the above-mentioned persons or groups in vulnerable situations, including indigenous peoples and ethnic groups, receive assistance in preparing their requests and obtain a response.
6.3.c
a list of public entities competent in environmental matters and, where possible, their respective areas of operation;
6.3.d
a list of polluted areas, by type of pollutant and location;

being informed of the right to challenge and appeal when information is not delivered, and of the requirements for exercising this right.
6.3
Each Party shall have in place one or more up-to-date environmental information systems, which may include, inter alia:

Each Party shall also take appropriate, effective and timely measures to prevent, investigate and punish attacks, threats or intimidations that human rights defenders in environmental matters may suffer while exercising the rights set out in the present Agreement.
10.2
Each Party, in line with its capacities, may take, inter alia, the following measures:
10.2.e
develop specific measures for persons or groups in vulnerable situations, such as providing interpreters or translators in languages other than official languages when necessary;
10.2.a
train authorities and civil servants on environmental access rights;
10.2.b
develop and strengthen environmental law and access rights awareness-raising and capacity-building programmes for, inter alia, the public, judicial and administrative officials, national human rights institutions and jurists;
10.2.c
provide the competent institutions and entities with adequate equipment and resources;
10.2.d
promote education and training on, and raise public awareness of, environmental matters, through, inter alia, basic educational modules on access rights for students at all levels of education;
10.2.f
acknowledge the importance of associations, organizations or groups that train the public on or raise public awareness of access rights;
10.2.g
strengthen capabilities to collect, retain and evaluate environmental information.

5.1
The Parties undertake to promote the conditions necessary for persons belonging to national minorities to maintain and develop their culture, and to preserve the essential elements of their identity, namely their religion, language, traditions and cultural heritage.
5.2
Without prejudice to measures taken in pursuance of their general integration policy, the Parties shall refrain from policies or practices aimed at assimilation of persons belonging to national minorities against their will and shall protect these persons from any action aimed at such assimilation.
6.1
The Parties shall encourage a spirit of tolerance and intercultural dialogue and take effective measures to promote mutual respect and understanding and co-operation among all persons living on their territory, irrespective of those persons' ethnic, cultural, linguistic or religious identity, in particular in the fields of education, culture and the media.
9.1
The Parties undertake to recognise that the right to freedom of expression of every person belonging to a national minority includes freedom to hold opinions and to receive and impart information and ideas in the minority language, without interference by public authorities and regardless of frontiers. The Parties shall ensure, within the framework of their legal systems, that persons belonging to a national minority are not discriminated against in their access to the media.
9.2
Paragraph 1 shall not prevent Parties from requiring the licensing, without discrimination and based on objective criteria, of sound radio and television broadcasting, or cinema enterprises.
9.3
The Parties shall not hinder the creation and the use of printed media by persons belonging to national minorities. In the legal framework of sound radio and television broadcasting, they shall ensure, as far as possible, and taking into account the provisions of paragraph 1, that persons belonging to national minorities are granted the possibility of creating and using their own media.
9.4
In the framework of their legal systems, the Parties shall adopt adequate measures in order to facilitate access to the media for persons belonging to national minorities and in order to promote tolerance and permit cultural pluralism.
10.1
The Parties undertake to recognise that every person belonging to a national minority has the right to use freely and without interference his or her minority language, in private and in public, orally and in writing.
10.2
In areas inhabited by persons belonging to national minorities traditionally or in substantial numbers, if those persons so request and where such a request corresponds to a real need, the Parties shall endeavour to ensure, as far as possible, the conditions which would make it possible to use the minority language in relations between those persons and the administrative authorities.
11.1
The Parties undertake to recognise that every person belonging to a national minority has the right to use his or her surname (patronym) and first names in the minority language and the right to official recognition of them, according to modalities provided for in their legal system.
11.2
The Parties undertake to recognise that every person belonging to a national minority has the right to display in his or her minority language signs, inscriptions and other information of a private nature visible to the public.
11.3
In areas traditionally inhabited by substantial numbers of persons belonging to a national minority, the Parties shall endeavour, in the framework of their legal system, including, where appropriate, agreements with other States, and taking into account their specific conditions, to display traditional local names, street names and other topographical indications intended for the public also in the minority language when there is a sufficient demand for such indications.
12.1
The Parties shall, where appropriate, take measures in the fields of education and research to foster knowledge of the culture, history, language and religion of their national minorities and of the majority.
14.1
The Parties undertake to recognise that every person belonging to a national minority has the right to learn his or her minority language.

The States Parties to this Additional Protocol to the American Convention on Human Rights undertake to adopt the necessary measures, both domestically and through international cooperation, especially economic and technical, to the extent allowed by their available resources, and taking into account their degree of development, for the purpose of achieving progressively and pursuant to their internal legislations, the full observance of the rights recognized in this Protocol.
14.2
The steps to be taken by the States Parties to this Protocol to ensure the full exercise of this right shall include those necessary for the conservation, development and dissemination of science, culture and art.
14.4
The States Parties to this Protocol recognize the benefits to be derived from the encouragement and development of international cooperation and relations in the fields of science, arts and culture, and accordingly agree to foster greater international cooperation in these fields.

-تتخذ الأطراف تدابير وقائية لاستباق أسباب تغير المناخ أو الوقاية منها أو تقليلها إلى الحد الأدنى وللتخفيف من آثاره الضارة. وحيثما توجد هتديدات بحدوث ضـرر جسيم أو غير قابل للإصلاح، لا ينبغي التذرع بالافتقار إلى يقين علمي قاطع كسبب لتأجيل اتخاذ هذه التدابير، على أن يؤخذ في الاعتبار أن السياسات والتدابير المتعلقة بمعالجة تغير المناخ ينبغي أن تتسم بفعالية الكلفة، بما يضمن تحقيق منافع عالمية بأقل كلفة ممكنة . ولتحقيق ذلك، ينبغي أن تأخذ هذه السياسات والتدابير في الاعتبـار مختلـف الـسياقات الاجتماعيـة - الاقتصادية، وأن تكون شاملة، وأن تغطي جميع مصادر ومصارف وخزانات غازات الدفيئة ذات الصلة، والتكيف، وأن تشمل جميع القطاعات الاقتصادية. ويمكن تنفيذ جهود تنـاول تغير المناخ بالتعاون بين الأطراف المهتمة.

Each Contracting Party shall, as far as possible and as appropriate:
8-(ي)
Subject to its national legislation, respect, preserve and maintain knowledge, innovations and practices of indigenous and local communities embodying traditional lifestyles relevant for the conservation and sustainable use of biological diversity and promote their wider application with the approval and involvement of the holders of such knowledge, innovations and practices and encourage the equitable sharing of the benefits arising from the utilization of such knowledge, innovations and practices;
8.c
Regulate or manage biological resources important for the conservation of biological diversity whether within or outside protected areas, with a view to ensuring their conservation and sustainable use;
8.d
Promote the protection of ecosystems, natural habitats and the maintenance of viable populations of species in natural surroundings;
8.e
Promote environmentally sound and sustainable development in areas adjacent to protected areas with a view to furthering protection of these areas;
8.f
Rehabilitate and restore degraded ecosystems and promote the recovery of threatened species, inter alia, through the development and implementation of plans or other management strategies;
8.g
Establish or maintain means to regulate, manage or control the risks associated with the use and release of living modified organisms resulting from biotechnology which are likely to have adverse environmental impacts that could affect the conservation and sustainable use of biological diversity, taking also into account the risks to human health;

Each Contracting Party shall, as far as possible and as appropriate, in particular for the purposes of Articles 8 to 10:
7.a
Identify components of biological diversity important for its conservation and sustainable use having regard to the indicative list of categories set down in Annex I;
7.b
Monitor, through sampling and other techniques, the components of biological diversity identified pursuant to subparagraph (a) above, paying particular attention to those requiring urgent conservation measures and those which offer the greatest potential for sustainable use;
7.c
Identify processes and categories of activities which have or are likely to have significant adverse impacts on the conservation and sustainable use of biological diversity, and monitor their effects through sampling and other techniques;
7.d
Maintain and organize, by any mechanism data, derived from identification and monitoring activities pursuant to subparagraphs (a), (b) and (c) above.
8.a
Establish a system of protected areas or areas where special measures need to be taken to conserve biological diversity;
8.b
Develop, where necessary, guidelines for the selection, establishment and management of protected areas or areas where special measures need to be taken to conserve biological diversity;

Each Contracting Party shall, in accordance with its particular conditions and capabilities:
6.a
Develop national strategies, plans or programmes for the conservation and sustainable use of biological diversity or adapt for this purpose existing strategies, plans or programmes which shall reflect, inter alia, the measures set out in this Convention relevant to the Contracting Party concerned;
6.b
Integrate, as far as possible and as appropriate, the conservation and sustainable use of biological diversity into relevant sectoral or cross-sectoral plans, programmes and policies.
18.4
The Contracting Parties shall, in accordance with national legislation and policies, encourage and develop methods of cooperation for the development and use of technologies, including indigenous and
traditional technologies, in pursuance of the objectives of this Convention. For this purpose, the Contracting Parties shall also promote cooperation in the training of personnel and exchange of experts.
18.5
The Contracting Parties shall, subject to mutual agreement, promote the establishment of joint researcn programmes and joint ventures for the development of technologies relevant to the objectives of this Convention.
20.1
Each Contracting Party undertakes to provide, in accordance with its capabilities, financial support and incentives in respect of those national activities which are intended to achieve the objectives of this Convention, in accordance with its national plans, priorities and programmes.
20.2
The developed country Parties shall provide new and additional financial resources to enable developing country Parties to meet the agreed full incremental costs to them of implementing measures which fulfil the obligations of this Convention and to benefit from its provisions and which costs are agreed between a developing country Party and the institutional structure referred to in Article 21, in accordance with policy, strategy, programme priorities and eligibility criteria and an indicative list of incremental costs established by the Conference of the Parties. Other Parties, including countries undergoing the process of transition to a market economy, may voluntarily assume the obligations of the developed country Parties. For the purpose of this Article, the Conference of the Parties, shall at its first meeting establish a list of developed country Parties and other Parties which voluntarily assume the obligations of the developed country Parties. The Conference of the Parties shall periodically review and if necessary amend the list. Contributions from other countries and sources on a voluntary basis would also be encouraged. The implementation of these commitments shall take into account the need for adequacy, predictability and timely flow of funds and the importance of burden-sharing among the contributing Parties included in the list.
20.3
The developed country Parties may also provide, and developing country Parties avail themselves of, financial resources related to the implementation of this Convention through bilateral, regional and other multilateral channels.
20.4
The extent to which developing country Parties will effectively implement their commitments under this Convention will depend on the effective implementat ion by developed country Parties of their commitments under this Convention related to financial resources and transfer of technology and will take fully into account the fact that economic and social development and eradication of poverty are the first and overriding priorities of the developing country Parties.
20.5
The Parties shall take full account of the specific needs and special situation of least developed countries in their actions with regard to funding and transfer of technology.
20.6
The Contracting Parties shall also take into consideration the special conditions resulting from the dependence on, distribution and location of biological diversity within developing country Parties, in particular small island States.
20.7
Consideration shall also be given to the special situation of developing countries, including those that are most environmentally vulnerable, such as those with arid and semi-arid zones, coastal and mountainous areas.
21.1
There shall be a mechanism for the provision of financial resources to developing country Parties for purposes of this Convention on a grant or concessional basis the essential elements of which are described in this Article. The mechanism shall function under the authority and guidance of, and be accountable to. the Conference of the Parties for purposes of this Convention. The operations of the mechanism shall be carried out by such institutional structure as may be decided upon by the Conference of the Parties at its first meeting. For purposes of this Convention, the Conference of the Parties shall determine the policy, strategy, programme priorities and eligibility criteria relating to the access to and utilization of such resources. The contributions shall be such as to take into account the need for predictability, adequacy and timely flow of funds referred to in Article 20 in accordance with the amount of resources needed to be decided periodically by the Conference of the Parties and the importance of burden-sharing among the contributing Parties included in the list referred to in Article 20, paragraph 2. Voluntary contributions may also be made by the developed country Parties and by other countries and sources. The mechanism shall operate within a democratic and transparent system of governance.
21.2
Pursuant to the objectives of this Convention, the Conference of the Parties shall at its first meeting determine the policy, strategy and programme priorities, as well as detailed criteria and guidelines for eligibility for access to and utilization of the financial resources including monitoring and evaluation on a regular basis of such utilization. The Conference of the Parties shall decide on the arrangements to give effect to paragraph 1 above after consultation with the institutional structure entrusted with the operation of the financial mechanism.
21.4
The Contracting Parties shall consider strengthening existing financial institutions to provide financial resources for the conservation and sustainable use of biological diversity.
14.1.b
Introduce appropriate arrangements to ensure that the environmental consequences of its programmes and policies that are likely to have significant adverse impacts on biological diversity are duly taken into account;
14.1.c
Promote, on the basis of reciprocity, notification, exchange of information and consultation on activities under their jurisdiction or control which are likely to significantly affect adversely the biological diversity of other States or areas beyond the limits of national jurisdiction, by encouraging the conclusion of bilateral, regional or multilateral arrangements, as appropriate;
14.1.d
In the case of imminent or grave danger or damage, originating under its jurisdiction or control, to biological diversity within the area under jurisdiction of other States or in areas beyond the limits of national jurisdiction, notify immediately the potentially affected States of such danger or damage, as well as initiate action to prevent or minimize such danger or damage;
14.1.e
Promote national arrangements for emergency responses to activities or events, whether caused naturally or otherwise, which present a grave and imminent danger to biological diversity and encourage international cooperation to supplement such national efforts and, where appropriate and agreed by the States or regional economic Integration organizations concerned, to establish joint contingency plans;
14.2
The Conference of the Parties shall examine, on the basis of studies to be carried out, the issue of liability and redress, including restoration and compensation, for damage to biological diversity, except where such liability is a purely internal matter.
9.d
Regulate and manage collection of biological resources from natural habitats for ex-situ conservation purposes so as not to threaten ecosystems and in-situ populations of species, except where special temporary ex-si tu measures are required under subparagraph (c) above;
9.e
Cooperate in providing financial and other support for ex-situ conservation outlined in subparagraphs (a) to (d) above and in the establishment and maintenance of ex-situ conservation facilities in developing countries.
10
Each Contracting Party shall, as far as possible and as appropriate:
13.a
Promote and encourage understanding of the importance of, and the measures required for, the conservation of biological diversity, as well as its propagation through media, and the inclusion of these topics in educational programmes;
13.b
Cooperate, as appropriate, with other States and international organizations in developing educational and public awareness programmes, with respect to conservation and sustainable use of biological diversity.
14.1
Each Contracting Party, as far as possible and as appropriate, shall:
14.1.a
Introduce appropriate procedures requiring environmental impact assessment of its proposed projects that are likeiy to have significant adverse effects on biological diversity with a view to avoiding or minimizing such effects and, where appropriate. allow for public participation in such procedures;
8.h
Prevent the introduction of, control or eradicate those alien species which threaten ecosystems, habitats or species;
8.i
Endeavour to provide the conditions needed for compatibility between present uses and the conservation of biological diversity and the sustainable use of its components;
8.k
Develop or maintain necessary legislation and/or other regulatory provisions for the protection of threatened species and populations
8.l
Where a significant adverse effect on biological diversity has been determined pursuant to Article 7, regulate or manage the relevant processes and categories of activities
10.d
Support local populations to develop and implement remedial action in degraded areas where biological diversity has been reduced;
10.e
Encourage cooperation between its governmental authorities and its private sector in developing methods for sustainable use of biological resources.
11
Each Contracting Party shall, as far as possible and as appropriate, adopt economically and socially sound measures that act as incentives for the conservation and sustainable use of components of biological diversity.
18.1
The Contracting Parties shall promote international technical and scientific cooperation in the field of conservation and sustainable use of biological diversity, where necessary, through the appropriate international and national institutions.
18.2
Each Contracting Party shall promote technical and scientific cooperation with other Contracting Parties, in particular developing countries, in implementing this Convention, inter alia, through the development and implementation of national policies. In promoting such cooperation, special attention should be given to the development and strengthening of national capabilities, by means of human resources development and institution building.
18.3
The Conference of the Parties, at its first meeting, shall determine how to establish a clearing-house mechanism to promote and facilitate technical and scientific cooperation.
12
The Contracting Parties, taking into account the special needs of developing countries, shall:
12.a
Establish and maintain programmes for scientific and technical education and training in measures for the identification, conservation and sustainable use of biological diversity and its components and provide support for such education and training for the specific needs of developing countries;
12.b
Promote and encourage research which contributes to the conservation and sustainable use of biological diversity, particularly in developing countries, inter alia, in accordance with decisions of the Conference of the Parties taken in consequence of recommendations of the Subsidiary Body on Scientific, Technical and Technological Advice;
12.c
In keeping with the provisions of Articles 16. 13 and 20. promote and cooperate in the use of scientific advances in biological diversity research in developing methods for conservation and sustainable use of biological resources;
13
The Contracting Parties shall:
10.a
Integrate consideration of the conservation and sustainable use of biological resources into national decision-making;
10.b
Adopt measures relating to the use of biological resources to avoid or minimize adverse impacts on biological diversity;
10.c
Protect and encourage customary use of biological resources in accordance with traditional cultural practices that are compatible with conservation or sustainable use requirements;
8.m
Cooperate in providing financial and other support for in-situ conservation outlined in subparagraphs (a) to (1) above, particularly to developing countries
9
Each Contracting Party shall, as far as possible and as appropriate, and predominantly for the purpose of complementing in-situ measures:
9.a
Adopt measures for the ex-si tu conservation of components of biological diversity, preferably in tne country of origin of such components
9.b
Establish and maintain facilities for ex-situ conservation of and research on plants, animals and micro-organisms, preferably in the country of origin of genetic resources;
9.c
Adopt measures for the recovery and rehabilitation of threatened species and for their reintroduction into their natural habitats under appropriate conditions;

2.1
Each Contracting Party shall designate suitable wetlands within its territory for inclusion in a List of Wetlands of International Importance, hereinafter referred to as "the List" which is maintained by the bureau established under Article 8. The boundaries of each wetland shall be precisely described and also delimited on a map and they may incorporate riparian and coastal zones adjacent to the wetlands, and islands or bodies of marine water deeper than six metres at low tide lying within the wetlands, especially where these have importance as waterfowl habitat.
3.1
The Contracting Parties shall formulate and implement their planning so as to promote the conservation of the wetlands included in the List, and as far as possible the wise use of wetlands in their territory.
4.1
Each Contracting Party shall promote the conservation of wetlands and waterfowl by establishing nature reserves on wetlands, whether they are included in the List or not, and provide adequately for their wardening.
4.2
Where a Contracting Party in its urgent national interest, deletes or restricts the boundaries of a wetland included in the List, it should as far as possible compensate for any loss of wetland resources, and in particular it should create additional nature reserves for waterfowl and for the protection, either in the same area or elsewhere, of an adequate portion of the original habitat.

6.6
In order to facilitate access by persons or groups in vulnerable situations to information that particularly affects them, each Party shall endeavour, where applicable, to ensure that the competent authorities disseminate environmental information in the various languages used in the country, and prepare alternative formats that are comprehensible to those groups, using suitable channels of communication.
7.2
Each Party shall guarantee mechanisms for the participation of the public in decision-making processes, revisions, re-examinations or updates with respect to projects and activities, and in other processes for granting environmental permits that have or may have a significant impact on the environment, including when they may affect health.
7.3
Each Party shall promote the participation of the public in decision-making processes, revisions, re-examinations or updates other than those referred to in paragraph 2 of the present article with respect to environmental matters of public interest, such as land-use planning, policies, strategies, plans, programmes, rules and regulations, which have or may have a significant impact on the environment.
6.4
Each Party shall take steps to establish a pollutant release and transfer register covering air, water, soil and subsoil pollutants, as well as materials and waste in its jurisdiction. This register will be established progressively and updated periodically.
6.5
Each Party shall guarantee that in the case of an imminent threat to public health or the environment, the relevant competent authority shall immediately disclose and disseminate through the most effective means all pertinent information in its possession that could help the public take measures to prevent or limit potential damage. Each Party shall develop and implement an early warning system using available mechanisms.
7.4
Each Party shall adopt measures to ensure that the public can participate in the decision-making process from the early stages, so that due consideration can be given to the observations of the public, thus contributing to the process. To that effect, each Party shall provide the public with the necessary information in a clear, timely and comprehensive manner, to give effect to its right to participate in the decision-making process.
5.2
The exercise of the right of access to environmental information includes:
5.2.b
being informed promptly whether the requested information is in possession or not of the competent authority receiving the request;
5.2.a
requesting and receiving information from competent authorities without mentioning any special interest or explaining the reasons for the request;

The objective of the present Agreement is to guarantee the full and effective implementation in Latin America and the Caribbean of the rights of access to environmental information, public participation in the environmental decision-making process and access to justice in environmental matters, and the creation and strengthening of capacities and cooperation, contributing to the protection of the right of every person of present and future generations to live in a healthy environment and to sustainable development.
4.1
Each Party shall guarantee the right of every person to live in a healthy environment and any other universally-recognized human right related to the present Agreement.
5.3
Each Party shall facilitate access to environmental information for persons or groups in vulnerable situations, establishing procedures for the provision of assistance, from the formulation of requests through to the delivery of the information, taking into account their conditions and specificities, for the purpose of promoting access and participation under equal conditions.
5.4
Each Party shall guarantee that the above-mentioned persons or groups in vulnerable situations, including indigenous peoples and ethnic groups, receive assistance in preparing their requests and obtain a response.
5.2.c
being informed of the right to challenge and appeal when information is not delivered, and of the requirements for exercising this right.
7.15
In the implementation of the present Agreement, each Party shall guarantee that its domestic legislation and international obligations in relation to the rights of indigenous peoples and local communities are observed.
7.16
The public authority shall make efforts to identify the public directly affected by the projects or activities that have or may have a significant impact on the environment and shall promote specific actions to facilitate their participation.
7.14
The public authorities shall make efforts to identify and support persons or groups in vulnerable situations in order to engage them in an active, timely and effective manner in participation mechanisms. For these purposes, appropriate means and formats will be considered, in order to eliminate barriers to participation.
10.2
Each Party, in line with its capacities, may take, inter alia, the following measures:
10.2.e
develop specific measures for persons or groups in vulnerable situations, such as providing interpreters or translators in languages other than official languages when necessary;
10.2.a
train authorities and civil servants on environmental access rights;
10.2.b
develop and strengthen environmental law and access rights awareness-raising and capacity-building programmes for, inter alia, the public, judicial and administrative officials, national human rights institutions and jurists;
10.2.c
provide the competent institutions and entities with adequate equipment and resources;
10.2.d
promote education and training on, and raise public awareness of, environmental matters, through, inter alia, basic educational modules on access rights for students at all levels of education;
10.2.f
acknowledge the importance of associations, organizations or groups that train the public on or raise public awareness of access rights;
10.2.g
strengthen capabilities to collect, retain and evaluate environmental information.

The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.
4.1

-تتخذ الأطراف تدابير وقائية لاستباق أسباب تغير المناخ أو الوقاية منها أو تقليلها إلى الحد الأدنى وللتخفيف من آثاره الضارة. وحيثما توجد هتديدات بحدوث ضـرر جسيم أو غير قابل للإصلاح، لا ينبغي التذرع بالافتقار إلى يقين علمي قاطع كسبب لتأجيل اتخاذ هذه التدابير، على أن يؤخذ في الاعتبار أن السياسات والتدابير المتعلقة بمعالجة تغير المناخ ينبغي أن تتسم بفعالية الكلفة، بما يضمن تحقيق منافع عالمية بأقل كلفة ممكنة . ولتحقيق ذلك، ينبغي أن تأخذ هذه السياسات والتدابير في الاعتبـار مختلـف الـسياقات الاجتماعيـة - الاقتصادية، وأن تكون شاملة، وأن تغطي جميع مصادر ومصارف وخزانات غازات الدفيئة ذات الصلة، والتكيف، وأن تشمل جميع القطاعات الاقتصادية. ويمكن تنفيذ جهود تنـاول تغير المناخ بالتعاون بين الأطراف المهتمة.

All Parties, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives and circumstances, shall:

تضع الأطراف بموجب هذا الاتفاق الهدف العالمي المتعلق بالتكيف والمتمثل في تعزيز القدرة على التكيف وتوطيد القدرة على التحمل والحد من قابلية التأثر بتغير المناخ، بغية المساهمة في التنمية المستدامة وكفالة استجابة ملائمة بشأن التكيف في سياق هدف درجة الحرارة المشار إليه في المادة 2.

يرمي هذا الاتفاق، من خلال تحسين تنفيذ الاتفاقية، وبما يشمل هدفها، إلى توطيد الاستجابة العالمية للتهديد الذي يشكله تغير المناخ، في سياق التنمية المستدامة وجهود القضاء على الفقر، بوسائل منها:

give due priority to combating desertification and mitigating the effects of drought, and allocate adequate resources in accordance with their circumstances and capabilities;

مع مراعاة الظروف والاحتياجات التي ينفرد بها كل طرف من البلدان املتأثرة، تتضمن برامج العمل الوطنية، حسبما كان مناسبا، في جملة أمور، تدابير في بعض أو كل امليادين التالية ذات الأولوية، من حيث صلتها مبكافحة التصحر وتخفيف آثار اجلفاف في املناطق املتأثرة وصلتها بسكانها: تشجيع وسائل بديلة لكسب العيش وحتسني البيئة الاقتصادية الوطنية بغية دعم البرامج الرامية إلــى استئصال شأفة الفقر وإلى ضمان الأمن الغذائي؛ والديناميات السكانية؛ والإدارة املستدامة للموارد الطبيعية؛ واملمارسات الزراعية املستدامة؛ وتطوير شتى مصادر الطاقة واستخدامها بكفاءة؛ والأطر املؤسسية والقانونية؛ وتقوية القدرات في مجالي التقييم واملراقبة املنهجية، مبا في ذلك اخلدمات الهيدرولوجية وخدمات الأرصاد اجلوية، وبناء القدرات، والتثقيف وتوعية اجلمهور.
10.1
الغرض من برامج العمل الوطنية هو التعرف على العوامل التي تسهم في التصحر والتدابير العملية الضرورية ملكافحة التصحر وتخفيف آثار اجلفاف.
10.2
حتدد برامج العمل الوطنية أدوار كل من احلكومات واجملتمعات احمللية ومستعملي الأراضي، وحتدد كذلك املوارد املتاحة واللازمة. ويجب أن تتوخى برامج العمل الوطنية، في جملة أمور، ما يلي:

أن تشتمل على استراتيجيات طويلة الأجل ملكافحة التصحر وتخفيف آثار اجلفاف، وتشدد على التنفيذ وتتسم بالتكامل مع السياسات الوطنية املتعلقة بالتنمية املستدامة؛

give particular attention to the implementation of preventive measures for lands that are not yet degraded or which are only slightly degraded;

Each Party, to the extent of its ability and in accordance with its national priorities, commits to provide the resources for national activities that are needed to fulfil the obligations derived from the present Agreement.
