States Parties shall combat all forms of discrimination against women through appropriate legislative, institutional and other measures. In this regard they shall:

include in their national constitutions and other legislative instruments, if not already done, the principle of equality between women and men and ensure its effective application;

integrate a gender perspective in their policy decisions, legislation, development plans, programmes and activities and in all other spheres of life;
2.1.d
take corrective and positive action in those areas where discrimination against women in law and in fact continues to exist;
2.1.e
support the local, national, regional and continental initiatives directed at eradicating all forms of discrimination against women.
9.1
States Parties shall take specific positive action to promote participative governance and the equal participation of women in the political life of their countries through affirmative action, enabling national legislation and other measures to ensure that:
9.1.a
women participate without any discrimination in all elections;
9.1.b
women are represented equally at all levels with men in all electoral processes;
9.1.c
women are equal partners with men at all levels of development and implementation of State policies and development programmes.
9.2
States Parties shall ensure increased and effective representation and participation of women at all levels of decision-making.
17.2
States Parties shall take all appropriate measures to enhance the participation of women in the formulation of cultural policies at all levels.
18.2
States Parties shall take all appropriate measures to:
18.2.a
ensure greater participation of women in the planning, management and preservation of the environment and the sustainable use of natural resources at all levels;
19
Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.b
ensure participation of women at all levels in the conceptualisation, decision-making, implementation and evaluation of development policies and programmes;

حتقيقا لهدف هذه الاتفاقية وتنفيذا لأحكامها، تسترشد الأطراف بجملة أمور منها ما يلي:

ينبغي للأطراف أن تضمن أن يكون اتخاذ القرارات املتعلقة بتصميم وتنفيذ برامج مكافحة التصحر و/أو تخفيف آثار اجلفاف قائما على مشاركة السكان واجملتمعات احمللية وأن يجري إيجاد بيئة متكينية على املستويات الأعلى لتسهيل العمل على الصعيدين الوطني واحمللي؛

تتعهد الأطراف من البلدان املتأثرة، بالإضافة إلى التزاماتها عملا باملادة ٤ ،مبا يلي:

In order to ensure the exercise of the right to health, the States Parties agree to recognize health as a public good and, particularly, to adopt the following measures to ensure that right:

Primary health care, that is, essential health care made available to all individuals and families in the community;

Extension of the benefits of health services to all individuals subject to the State's jurisdiction;
10.2.c
Universal immunization against the principal infectious diseases;
10.2.d
Prevention and treatment of endemic, occupational and other diseases;
10.2.e
Education of the population on the prevention and treatment of health problems,

Satisfaction of the health needs of the highest risk groups and of those whose poverty makes them the most vulnerable.

establish and strengthen existing pre-natal, delivery and post-natal health and nutritional services for women during pregnancy and while they are breast-feeding;
14.2.c
protect the reproductive rights of women by authorising medical abortion in cases of sexual assault, rape, incest, and where the continued pregnancy endangers the mental and physical health of the mother or the life of the mother or the foetus.
14.1
States Parties shall ensure that the right to health of women, including sexual and reproductive health is respected and promoted. This includes:
14.1.a
the right to control their fertility;
14.1.b
the right to decide whether to have children, the number of children and the spacing of children;
14.1.c
the right to choose any method of contraception;
14.1.d
the right to self-protection and to be protected against sexually transmitted infections, including HIV/AIDS;
14.1.e
the right to be informed on one's health status and on the health status of one's partner, particularly if affected with sexually transmitted infections, including HIV/AIDS, in accordance with internationally recognised standards and best practices;
14.1.f
the right to have family planning education.

The Parties agree, according to their respective capabilities, to integrate and coordinate the collection, analysis and exchange of relevant short term and long term data and information to ensure systematic observation of land degradation in affected areas and to understand better and assess the processes and effects of drought and desertification. This would help accomplish, inter alia, early warning and advance planning for periods of adverse climatic variation in a form suited for practical application by users at all levels, including especially local populations. To this end, they shall, as appropriate:

Each Party shall guarantee the right of every person to live in a healthy environment and any other universally-recognized human right related to the present Agreement.

Each Party shall guarantee, to the extent possible within available resources, that the competent authorities generate, collect, publicize and disseminate environmental information relevant to their functions in a systematic, proactive, timely, regular, accessible and comprehensible manner, and periodically update this information and encourage the disaggregation and decentralization of environmental information at the subnational and local levels. Each Party shall strengthen coordination between the different authorities of the State.
5.3
Each Party shall facilitate access to environmental information for persons or groups in vulnerable situations, establishing procedures for the provision of assistance, from the formulation of requests through to the delivery of the information, taking into account their conditions and specificities, for the purpose of promoting access and participation under equal conditions.
5.4
Each Party shall guarantee that the above-mentioned persons or groups in vulnerable situations, including indigenous peoples and ethnic groups, receive assistance in preparing their requests and obtain a response.
6.3
Each Party shall have in place one or more up-to-date environmental information systems, which may include, inter alia:

a list of public entities competent in environmental matters and, where possible, their respective areas of operation;
6.3.d
a list of polluted areas, by type of pollutant and location;

being informed of the right to challenge and appeal when information is not delivered, and of the requirements for exercising this right.

States Parties shall ensure that women have the right to nutritious and adequate food. In this regard, they shall take appropriate measures to:

الهدف من هذه الاتفاقية هو مكافحة التصحر وتخفيف آثار اجلفاف في البلدان التي تعاني من اجلفاف الشديد و/أو من التصحر، وبخاصة في أفريقيا، وذلك عن طريق اتخاذ إجراءات فعالة على جميع الأصعدة، مدعومة بتعاون دولي وترتيبات شراكة، في إطار نهج متكامل متسق مع جدول أعمال القرن 21 ،بهدف الإسهام في حتقيق التنمية املستدامة في املناطق املتأثرة.
2.2
سينطوي حتقيق هذا الهدف على الأخذ باستراتيجيات متكاملة طويلة الأجل تركز في آن واحد، في املناطق املتأثرة، على حتسني إنتاجية الأراضي، وإعادة تأهيلها، وحفظ املوارد من الأراضي واملوارد املائية وإدارتها إدارة مستدامة، مما يؤدي إلى حتسني أحوال املعيشة، ولا سيما على مستوى اجملتمعات احمللية.
17.1
تتعهد الأطراف، حسب قدرات كل منها، بتعزيز التعاون التقني والعلمي في ميداني مكافحة التصحر وتخفيف آثار اجلفاف وذلك عن طريق املؤسسات املناسبة الوطنية ودون الاقليمية والاقليمية والدولية. ولهذه الغاية، تدعم الأطراف أنشطة البحوث التي:

تزيد من توافر موارد املياه في املناطق املتأثرة، بواسطة وسائل من بينها التكوين الاصطناعي للسحاب.
