التوصل تدريجيا إلى تحقيق نمو الدخل ودعم استمرار ذلك النمو لأدنى 40 في المائة من السكان بمعدل أعلى من المعدل المتوسط الوطني بحلول عام 2030.

 الإعلان العالمي لحقوق الإنسان 2 لكل إنسان حق التمتع بكافة الحقوق والحريات الواردة في هذا الإعلان، دون أي تمييز، كالتمييز بسبب العنصر أو اللون أو الجنس أو اللغة أو الدين أو الرأي السياسي أو أي رأي آخر، أو الأصل الوطني أو الاجتماعي أو الثروة أو الميلاد أو أي وضع آخر، دون أية تفرقة بين الرجال والنساء. المادة 2.2: وفضلا عما تقدم فلن يكون هناك أي تمييز أساسه الوضع السياسي أو القانوني أو الدولي لبلد أو البقعة التي ينتمي إليها الفرد سواء كان هذا البلد أو تلك البقعة مستقلا أو تحت الوصاية أو غير متمتع بالحكم الذاتي أو كانت سيادته خاضعة لأي قيد من القيود.
22 لكل شخص بصفته عضواً في المجتمع الحق في الضمانة الاجتماعية وفي أن تحقق بوساطة المجهود القومي والتعاون الدولي وبما يتفق ونظم كل دولة ومواردها الحقوق الاقتصادية والاجتماعية والتربوية التي لاغنى عنها لكرامته وللنمو الحر لشخصيته.
العهد الدولي الخاص بالحقوق المدنية والسياسية 2.1 تتعهد كل دولة طرف في هذا العهد باحترام الحقوق المعترف بها فيه، وبكفالة هذه الحقوق لجميع الأفراد الموجودين في إقليمها والداخلين في ولايتها، دون أي تمييز بسبب العرق، أو اللون، أو الجنس، أو اللغة، أو الدين، أو الرأي سياسيا أو غير سياسي، أو الأصل القومي أو الاجتماعي، أو الثروة، أو النسب، أو غير ذلك من الأسباب.
العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية 2.1 تتعهد كل دولة طرف في هذا العهد بأن تتخذ، بمفردها وعن طريق المساعدة والتعاون الدوليين، ولا سيما على الصعيدين الاقتصادي والتقني، وبأقصى ما تسمح به مواردها المتاحة، ما يلزم من خطوات لضمان التمتع الفعلي التدريجي بالحقوق المعترف بها في هذا العهد، سالكة إلى ذلك جميع السبل المناسبة، وخصوصا سبيل اعتماد تدابير تشريعية.
2.2 تتعهد الدول الأطراف في هذا العهد بأن تضمن جعل ممارسة الحقوق المنصوص عليها في هذا العهد بريئة من أي تمييز بسبب العرق، أو اللون، أو الجنس، أو اللغة، أو الدين، أو الرأي سياسيا أو غير سياسي، أو الأصل القومي أو الاجتماعي، أو الثروة، أو النسب، أو غير ذلك من الأسباب.
3 تتعهد الدول الأطراف في هذا العهد بضمان مساواة الذكور والإناث في حق التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في هذا العهد.
الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري 1.1 في هذه الاتفاقية، يقصد بتعبير "التمييز العنصري" أي تمييز أو استثناء أو تقييد أو تفصيل يقوم علي أساس العرق أو اللون أو النسب أو الأصل القومي أو الاثني ويستهدف أو يستتبع تعطيل أو عرقلة الاعتراف بحقوق الإنسان والحريات الأساسية أو التمتع بها أو ممارستها، علي قدم المساواة، في الميدان السياسي أو الاقتصادي أو الاجتماعي أو الثقافي أو في أي ميدان آخر من ميادين الحياة العامة.
1.4 لا تعتبر من قبيل التمييز العنصري أية تدابير خاصة يكون الغرض الوحيد من اتخاذها تأمين التقدم الكافي لبعض الجماعات العرقية أو الاثنية المحتاجة أو لبعض الأفراد المحتاجين إلي الحماية التي قد تكون لازمة لتلك الجماعات وهؤلاء الأفراد لتضمن لها ولهم المساواة في التمتع بحقوق الإنسان والحريات الأساسية أو ممارساتها، شرط عدم تأدية تلك التدابير، كنتيجة لذلك، إلي إدامة قيام حقوق منفصلة تختلف باختلاف الجماعات العرقية، وشرط عدم استمرارها بعد بلوغ الأهداف التي اتخذت من أجلها.
2.2 تقوم الدول الأطراف، عند اقتضاء الظروف ذلك، باتخاذ التدابير الخاصة والملموسة اللازمة، في الميدان الاجتماعي والميدان الاقتصادي والميدان الثقافي والميادين الأخرى، لتأمين النماء الكافي والحماية الكافية لبعض الجماعات العرقية أو للأفراد المنتمين إليها، علي قصد ضمان تمتعها وتمتعهم التام المتساوي بحقوق الإنسان والحريات الأساسية. ولا يجوز في أية حال أن يترتب علي هذه التدابير، كنتيجة لذلك، إدامة أية حقوق متفاوته أو مستقلة تختلف باختلاف الجماعات العرقية بعد بلوغ الأهداف التي اتخذت من أجلها.
5 إيفاء للالتزامات الأساسية المقررة في المادة 2 من هذه الاتفاقية، تتعهد الدول الأطراف بحظر التمييز العنصري والقضاء عليه بكافة أشكاله، وبضمان حق كل إنسان، دون تمييز بسبب العرق أو اللون أو الأصل القومي أو الاثني، في المساواة أمام القانون، لا سيما بصدد التمتع بالحقوق التالية:
5-(ه) الحقوق الاقتصادية والاجتماعية والثقافية، ولا سيما الحقوق التالية:
5-(ه)(1) الحق في العمل، وفي حرية اختيار نوع العمل، وفي شروط عمل عادلة مرضية، وفي الحماية من البطالة، وفي تقاضي أجر متساو عن العمل المتساوي، وفي نيل مكافأة عادلة مرضية،
اتفاقية حقوق الطفل 2.1 تحترم الدول الأطراف الحقوق الموضحة في هذه الاتفاقية وتضمنها لكل طفل يخضع لولايتها دون أي نوع من أنواع التمييز، بغض النظر عن عنصر الطفل أو والديه أو الوصي القانوني عليه أو لونهم أو جنسهم أو لغتهم أو دينهم أو رأيهم السياسي أو غيره أو أصلهم القومي أو الإثني أو الاجتماعي، أو ثروتهم، أو عجزهم، أو مولدهم، أو أي وضع آخر.
4 تتخذ الدول الأطراف كل التدابير التشريعية والإدارية وغيرها من التدابير الملائمة لإعمال الحقوق المعترف بها في هذه الاتفاقية. وفيما يتعلق بالحقوق الاقتصادية والاجتماعية والثقافية، تتخذ الدول الأطراف هذه التدابير إلى أقصى حدود مواردها المتاحة، وحيثما يلزم، في إطار التعاون الدولي.
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة 1 لأغراض هذه الاتفاقية يعنى مصطلح "التمييز ضد المرأة" أي تفرقة أو استبعاد أو تقييد يتم على أساس الجنس ويكون من آثاره أو أغراضه، توهين أو إحباط الاعتراف للمرأة بحقوق الإنسان والحريات الأساسية في الميادين السياسية والاقتصادية والاجتماعية والثقافية والمدنية أو في أي ميدان آخر، أو توهين أو إحباط تمتعها بهذه الحقوق أو ممارستها لها، بصرف النظر عن حالتها الزوجية وعلى أساس المساواة بينها وبين الرجل.
3 تتخذ الدول الأطراف في جميع الميادين، ولا سيما الميادين السياسية والاجتماعية والاقتصادية والثقافية، كل التدابير المناسبة، بما في ذلك التشريعي منها، لكفالة تطور المرأة وتقدمها الكاملين. وذلك لتضمن لها ممارسة حقوق الإنسان والحريات الأساسية والتمتع بها على أساس المساواة مع الرجل.
اتفاقية حقوق الأشخاص ذوي الإعاقة 4.1 تتعهد الدول الأطراف بكفالة وتعزيز إعمال كافة حقوق الإنسان والحريات الأساسية إعمالا تاما لجميع الأشخاص ذوي الإعاقة دون أي تمييز من أي نوع على أساس الإعاقة. وتحقيقا لهذه الغاية، تتعهد الدول الأطراف بما يلي:
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ب) ضمان استفادة الأشخاص ذوي الإعاقة، خصوصا النساء والفتيات وكبار السن، من برامج الحماية الاجتماعية وبرامج الحد من الفقر،
28.2 تقر الدول الأطراف بحق الأشخاص ذوي الإعاقة في الحماية الاجتماعية، والتمتع بهذا الحق دون تمييز بسبب الإعاقة، وتتخذ الخطوات المناسبة لصون هذا الحق وتعزيز إعماله، بما في ذلك تدابير ترمي إلى:
28-2-(ج) ضمان استفادة الأشخاص ذوي الإعاقة الذين يعيشون في حالة فقر وأسرهم من المساعدة التي تقدمها الدولة لتغطية النفقات المتعلقة بالإعاقة، بما فيها التدريب المناسب وإسداء المشورة والمساعدة المالية والرعاية المؤقتة،
الاتفاقية الدولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم 7 تتعهد الدول الأطراف، وفقا للصكوك الدولية المتعلقة بحقوق الإنسان، باحترام الحقوق المنصوص عليها في هذه الاتفاقية وتأمينها لجميع العمال المهاجرين وأفراد أسرهم الموجودين في إقليمها أو الخاضعين لولايتها دون تمييز من أي نوع، مثل التمييز بسبب الجنس، أو العنصر، أو اللون، أو اللغة، أو الدين أو المعتقد، أو الرأي السياسي أو غيره، أو الأصل القومي، أو العرقي، أو الاجتماعي، أ, الجنسية، أو العمر، أو الوضع الاقتصادي، أو الملكية، أو الحالة الزوجية، أو المولد، أو أي حالة أخرى.
إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية 20.1 للشعوب الأصلية الحق في أن تحتفظ بنظمها أو مؤسساتها السياسية والاقتصادية والاجتماعية وتطورها، وأن يتوفر لها الأمن في تمتعها بأسباب رزقها وتنميتها، وأن تمارس بحرية جميع أنشطتها التقليدية وغيرهــا من الأنشطة الاقتصادية.
20.2 للشعوب الأصلية المحرومة من أسباب الرزق والتنمية الحق في الحصول على جبر عادل ومنصف.
21.1 للشعوب الأصلية الحق، دونما تمييز، في تحسين أوضاعها الاقتصادية والاجتماعية، ولا سيما في مجالات التعليم والعمالة والتدريب المهني وإعادة التدريب والإسكان والصرف الصحي والصحة والضمان الاجتماعي.
البروتوكول رقم 12 الملحق بالاتفاقية الأوروبية لحماية حقوق الإنسان والحريات الأساسية 1.1 يجــب تأمين التمتع بــكل حق من الحقوق المنصــوص عليها في القانون، دون أي تمييز كان، قائم تحديداً على الجنس أو العنصر أو اللون أو اللغــة أو الديــن أو الآراء السياســية أو غيرها مــن الآراء، أو الأصل الوطني أو الاجتماعي أو الانتماء إلى أقلية وطنية، أو الثروة أو الولادة أو أي وضع آخر.
1.2 لا يجوز أن يتعرض أي شخص لأي شكل من أشكال التمييز من سلطة عامة، قائم تحديداً على الأسباب الواردة في الفقرة 1 .
European Social Charter (Revised) Part V.E The enjoyment of the rights set forth in this Charter shall be secured without discrimination on any ground such as race, colour, sex, language, religion, political or other opinion, national extraction or social origin, health, association with a national minority, birth or other status.
Part II The Parties undertake, as provided for in Part III, to consider themselves bound by the obligations laid down in the following articles and paragraphs.
Part#I.30 Everyone has the right to protection against poverty and social exclusion.
Part#II.30 With a view to ensuring the effective exercise of the right to protection against poverty and social exclusion, the Parties undertake:
Part#II.30.a to take measures within the framework of an overall and co-ordinated approach to promote the effective access of persons who live or risk living in a situation of social exclusion or poverty, as well as their families, to, in particular, employment, housing, training, education, culture and social and medical assistance;
Part#II.30.b to review these measures with a view to their adaptation if necessary.
Council of Europe Framework Convention for the Protection of National Minorities 4.2 The Parties undertake to adopt, where necessary, adequate measures in order to promote, in all areas of economic, social, political and cultural life, full and effective equality between persons belonging to a national minority and those belonging to the majority. In this respect, they shall take due account of the specific conditions of the persons belonging to national minorities.
American Declaration on the Rights and Duties of Man II All persons are equal before the law and have the rights and duties established in this Declaration, without distinction as to race, sex, language, creed or any other factor.
XII Every person has the right to an education, which should be based on the principles of liberty, morality and human solidarity. Likewise every person has the right to an education that will prepare him to attain a decent life, to raise his standard of living, and to be a useful member of society. The right to an education includes the right to equality of opportunity in every case, in accordance with natural talents, merit and the desire to utilize the resources that the state or the community is in a position to provide. Every person has the right to receive, free, at least a primary education.
XIV Every person has the right to work, under proper conditions, and to follow his vocation freely, insofar as existing conditions of employment permit. Every person who works has the right to receive such remuneration as will, in proportion to his capacity and skill, assure him a standard of living suitable for himself and for his family.
American Convention on Human Rights 26 The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.
Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social and Cultural rights (Protocol of San Salvador) 1 The States Parties to this Additional Protocol to the American Convention on Human Rights undertake to adopt the necessary measures, both domestically and through international cooperation, especially economic and technical, to the extent allowed by their available resources, and taking into account their degree of development, for the purpose of achieving progressively and pursuant to their internal legislations, the full observance of the rights recognized in this Protocol.
3 The State Parties to this Protocol undertake to guarantee the exercise of the rights set forth herein without discrimination of any kind for reasons related to race, color, sex, language, religion, political or other opinions, national or social origin, economic status, birth or any other social condition.
6.1 Everyone has the right to work, which includes the opportunity to secure the means for living a dignified and decent existence by performing a freely elected or accepted lawful activity.
Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities III To achieve the objectives of this Convention, the states parties undertake:
III.1 To adopt the legislative, social, educational, labor-related, or any other measures needed to eliminate discrimination against persons with disabilities and to promote their full integration into society, including, but not limited to:
III.1.a Measures to eliminate discrimination gradually and to promote integration by government authorities and/or private entities in providing or making available goods, services, facilities, programs, and activities such as employment, transportation, communications, housing, recreation, education, sports, law enforcement and administration of justice, and political and administrative activities;
الميثاق الأفريقي لحقوق الإنسان والشعوب 1 The Member States of the Organization of African Unity parties to the present Charter shall recognize the rights, duties and freedoms enshrined in this Charter and shall undertake to adopt legislative or other measures to give effect to them.
2 Every individual shall be entitled to the enjoyment of the rights and freedoms recognized and guaranteed in the present Charter without distinction of any kind such as race, ethnic group, colour, sex, language, religion, political or any other opinion, national and social origin, fortune, birth or other status.
18.3 The State shall ensure the elimination of every discrimination against women and also censure the protection of the rights of the woman and the child as stipulated in international declarations and conventions.
18.4 The aged and the disabled shall also have the right to special measures of protection in keeping with their physical or moral needs.
22.1 All peoples shall have the right to their economic, social and cultural development with due regard to their freedom and identity and in the equal enjoyment of the common heritage of mankind.
الميثاق الأفريقي بشأن حقوق ورفاهية الطفل 1.1 Member States of the Organization of African Unity, Parties to the present Charter shall recognize the rights, freedoms and duties enshrined in this Charter and shall undertake the necessary steps, in accordance with their Constitutional processes and with the provisions of the present Charter, to adopt such legislative or other measures as may be necessary to give effect to the provisions of this Charter.
3 Every child shall be entitled to the enjoyment of the rights and freedoms recognized and guaranteed in this Charter irrespective of the child’s or his/her parents’ or legal guardians’ race, ethnic group, colour, sex, language, religion, political or other opinion, national and social origin, fortune, birth or other status.
26.2 State Parties to the present Charter shall individually and collectively undertake to accord the highest priority to the special needs of children living under regimes practising racial, ethnic, religious or other forms of discrimination as well as in States subject to military destabilization.
بروتوكول الميثاق الأفريقي لحقوق الإنسان والشعوب بشأن حقوق المرأة 2.1 States Parties shall combat all forms of discrimination against women through appropriate legislative, institutional and other measures. In this regard they shall:
2.1.a include in their national constitutions and other legislative instruments, if not already done, the principle of equality between women and men and ensure its effective application;
2.1.c integrate a gender perspective in their policy decisions, legislation, development plans, programmes and activities and in all other spheres of life;
19 Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.a introduce the gender perspective in the national development planning procedures;
19.b ensure participation of women at all levels in the conceptualisation, decision-making, implementation and evaluation of development policies and programmes;
19.e take into account indicators of human development specifically relating to women in the elaboration of development policies and programmes;
22 The States Parties undertake to:
22.a provide protection to elderly women and take specific measures commensurate with their physical, economic and social needs as well as their access to employment and professional training;
23 The States Parties undertake to:
23.a ensure the protection of women with disabilities and take specific measures commensurate with their physical, economic and social needs to facilitate their access to employment, professional and vocational training as well as their participation in decision-making;
24 The States Parties undertake to:
24.a ensure the protection of poor women and women heads of families including women from marginalized population groups and provide an environment suitable to their condition and their special physical, economic and social needs;
