 الإعلان العالمي لحقوق الإنسان 26.1 لكل شخص الحق في التعلم، ويجب أن يكون التعليم في مراحله الأولى والأساسية على الأقل بالمجان، وأن يكون التعليم الأولي إلزامياً وينبغي أن يعمم التعليم الفني والمهني، وأن ييسر القبول للتعليم العالي على قدم المساواة التامة للجميع وعلى أساس الكفاءة.
26.2 يجب أن تهدف التربية إلى إنماء شخصية الإنسان إنماء كاملاً، وإلى تعزيز احترام الإنسان والحريات الأساسية وتنمية التفاهم والتسامح والصداقة بين جميع الشعوب والجماعات العنصرية أو الدينية، وإلى زيادة مجهود الأمم المتحدة لحفظ السلام.
العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية 3 تتعهد الدول الأطراف في هذا العهد بضمان مساواة الذكور والإناث في حق التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في هذا العهد.
6.2 يجب أن تشمل التدابير التي تتخذها كل من الدول الأطراف في هذا العهد لتأمين الممارسة الكاملة لهذا الحق توفير برامج التوجيه والتدريب التقنيين والمهنيين، والأخذ في هذا المجال بسياسات وتقنيات من شأنها تحقيق تنمية اقتصادية واجتماعية وثقافية مطردة وعمالة كاملة ومنتجة في ظل شروط تضمن للفرد الحريات السياسية والاقتصادية الأساسية.
13.2 وتقر الدول الأطراف في هذا العهد بأن ضمان الممارسة التامة لهذا الحق يتطلب:
13-2-(ج) جعل التعليم العالي متاحا للجميع على قدم المساواة، تبعا للكفاءة، بكافة الوسائل المناسبة ولا سيما بالأخذ تدريجيا بمجانية التعليم،
اتفاقية حقوق الطفل
28.1 تعترف الدول الأطراف بحق الطفل في التعليم، وتحقيقا للإعمال الكامل لهذا الحق تدريجيا وعلى أساس تكافؤ الفرص، تقوم بوجه خاص بما يلي:
28-1-(ج) جعل التعليم العالي، بشتى الوسائل المناسبة، متاحا للجميع على أساس القدرات،
28.1 تعترف الدول الأطراف بحق الطفل في التعليم، وتحقيقا للإعمال الكامل لهذا الحق تدريجيا وعلى أساس تكافؤ الفرص، تقوم بوجه خاص بما يلي:
28-1-(د) جعل المعلومات والمبادئ الإرشادية التربوية والمهنية متوفرة لجميع الأطفال وفى متناولهم،
اتفاقية القضاء على جميع أشكال التمييز ضد المرأة
10 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة لكي تكفل لها حقوقا مساوية لحقوق الرجل في ميدان التربية، وبوجه خاص لكي تكفل، على أساس المساواة بين الرجل والمرأة:
10-(أ) شروط متساوية في التوجيه الوظيفي والمهني، والالتحاق بالدراسات والحصول على الدرجات العلمية في المؤسسات التعليمية على اختلاف فئاتها، في المناطق الريفية والحضرية على السواء، وتكون هذه المساواة مكفولة في مرحلة الحضانة وفى التعليم العام والتقني والمهني والتعليم التقني العالي، وكذلك في جميع أنواع التدريب المهني،
14.2 تتخذ الدول الأطراف جميع التدابير المناسبة للقضاء على التمييز ضد المرأة في المناطق الريفية لكي تكفل لها، على أساس المساواة بين الرجل والمرأة، أن تشارك في التنمية الريفية وتستفيد منها، وتكفل للريفية بوجه خاص الحق في:
14-2-(د) الحصول على جميع أنواع التدريب والتعليم، الرسمي وغير الرسمي، بما في ذلك ما يتصل منه بمحو الأمية الوظيفي، وكذلك التمتع خصوصا بكافة الخدمات المجتمعية والإرشادية، وذلك لتحقيق زيادة كفاءتها التقنية،
اتفاقية حقوق الأشخاص ذوي الإعاقة 24.5 تكفل الدول الأطراف إمكانية حصول الأشخاص ذوي الإعاقة على التعليم العالي والتدريب المهني وتعليم الكبار والتعليم مدى الحياة دون تمييز وعلى قدم المساواة مع آخرين. وتحقيقا لهذه الغاية، تكفل الدول الأطراف توفير الترتيبات التيسيرية المعقولة للأشخاص ذوي الإعاقة.
الاتفاقية الدولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم
43.1 يتمتع العمال المهاجرون بالمساواة في المعاملة مع رعايا دولة العمل فيما يتعلق بما يلي:
43-1-(أ) إمكانية الوصول إلى المؤسسات والخدمات التعليمية، مع مراعاة متطلبات القبول وغيرها من أنظمة المؤسسات والخدمات المعنية،
43.1 يتمتع العمال المهاجرون بالمساواة في المعاملة مع رعايا دولة العمل فيما يتعلق بما يلي:
43-1-(ب) إمكانية الوصول إلى خدمات التوجيه والتوظيف المهنيين،
43.1 يتمتع العمال المهاجرون بالمساواة في المعاملة مع رعايا دولة العمل فيما يتعلق بما يلي:
43-1-(ج) إمكانية الوصول إلى مرافق ومؤسسات التدريب وإعادة التدريب المهنيين،
45.1 يتمتع أفراد أسر العمال المهاجرين، في دولة العمل، بالمساواة في المعاملة مع رعايا تلك الدولة، وذلك فيما يتعلق بما يلي:
45-1-(ب) إمكانية الوصول إلى مؤسسات وخدمات التوجيه والتدريب المهنيين، شريطة الوفاء بمتطلبات الاشتراك فيها،
إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية 21.1 للشعوب الأصلية الحق، دونما تمييز، في تحسين أوضاعها الاقتصادية والاجتماعية، ولا سيما في مجالات التعليم والعمالة والتدريب المهني وإعادة التدريب والإسكان والصرف الصحي والصحة والضمان الاجتماعي.
اتفاقية منظمة العمل الدولية رقم 142 بشأن تنمية الموارد البشرية لعام 1975 ILO 142 تفرض هذه الاتفاقية على الدول الأطراف تبنٍ وتشكيل سياسات شاملة ومنسّقة وبرامج التوجيه المهني والتعليم المهني والتي ترتبط بشكل قوي بسوق العمل، وبالأخص عبر خدمات عامة للاستخدام.

European Social Charter (Revised) Part II The Parties undertake, as provided for in Part III, to consider themselves bound by the obligations laid down in the following articles and paragraphs.
Part#II.9 With a view to ensuring the effective exercise of the right to vocational guidance, the Parties undertake to provide or promote, as necessary, a service which will assist all persons, including the handicapped, to solve problems related to occupational choice and progress, with due regard to the individual's characteristics and their relation to occupational opportunity: this assistance should be available free of charge, both to young persons, including schoolchildren, and to adults.
Part#I.9 Everyone has the right to appropriate facilities for vocational guidance with a view to helping him choose an occupation suited to his personal aptitude and interests.

Part#II.10 With a view to ensuring the effective exercise of the right to vocational training, the Parties undertake:

Part#I.15 Disabled persons have the right to independence, social integration and participation in the life of the community.
Part#II.15 With a view to ensuring to persons with disabilities, irrespective of age and the nature and origin of their disabilities, the effective exercise of the right to independence, social integration and participation in the life of the community, the Parties undertake, in particular:
Part#II.15.1 to take the necessary measures to provide persons with disabilities with guidance, education and vocational training in the framework of general schemes wherever possible or, where this is not possible, through specialised bodies, public or private;
Part#II.20.b vocational guidance, training, retraining and rehabilitation;
Part#I.20 All workers have the right to equal opportunities and equal treatment in matters of employment and occupation without discrimination on the grounds of sex.
Part#II.20 With a view to ensuring the effective exercise of the right to equal opportunities and equal treatment in matters of employment and occupation without discrimination on the grounds of sex, the Parties undertake to recognise that right and to take appropriate measures to ensure or promote its application in the following fields:
Part#II.27 With a view to ensuring the exercise of the right to equality of opportunity and treatment for men and women workers with family responsibilities and between such workers and other workers, the Parties undertake:
Part#I.27 All persons with family responsibilities and who are engaged or wish to engage in employment have a right to do so without being subject to discrimination and as far as possible without conflict between their employment and family responsibilities.
Part#II.27.1 to take appropriate measures:
Part#II.27.1.a to enable workers with family responsibilities to enter and remain in employment, as well as to reenter employment after an absence due to those responsibilities, including measures in the field of vocational guidance and training;
Council of Europe Framework Convention for the Protection of National Minorities 12.3 The Parties undertake to promote equal opportunities for access to education at all levels for persons belonging to national minorities.
American Declaration on the Rights and Duties of Man XII Every person has the right to an education, which should be based on the principles of liberty, morality and human solidarity. Likewise every person has the right to an education that will prepare him to attain a decent life, to raise his standard of living, and to be a useful member of society. The right to an education includes the right to equality of opportunity in every case, in accordance with natural talents, merit and the desire to utilize the resources that the state or the community is in a position to provide. Every person has the right to receive, free, at least a primary education.
American Convention on Human Rights 26 The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.
Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social and Cultural rights (Protocol of San Salvador) 3 The State Parties to this Protocol undertake to guarantee the exercise of the rights set forth herein without discrimination of any kind for reasons related to race, color, sex, language, religion, political or other opinions, national or social origin, economic status, birth or any other social condition.
6.2 The State Parties undertake to adopt measures that will make the right to work fully effective, especially with regard to the achievement of full employment, vocational guidance, and the development of technical and vocational training projects, in particular those directed to the disabled. The States Parties also undertake to implement and strengthen programs that help to ensure suitable family care, so that women may enjoy a real opportunity to exercise the right to work.
Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities III To achieve the objectives of this Convention, the states parties undertake:
III.1 To adopt the legislative, social, educational, labor-related, or any other measures needed to eliminate discrimination against persons with disabilities and to promote their full integration into society, including, but not limited to:
III.1.a Measures to eliminate discrimination gradually and to promote integration by government authorities and/or private entities in providing or making available goods, services, facilities, programs, and activities such as employment, transportation, communications, housing, recreation, education, sports, law enforcement and administration of justice, and political and administrative activities;

11.2.a the promotion and development of the child’s personality, talents and mental and physical abilities to their fullest potential;
11.6 State Parties to the present Charter shall take all appropriate measures to ensure that children who become pregnant before completing their education shall have an opportunity to continue their education on the basis of their individual ability.
13.2 State Parties to the present Charter shall ensure, subject to available resources, to a disabled child and to those responsible for his care, assistance for which application is made and which is appropriate to the child’s condition and in particular shall ensure that the disabled child has effective access to training, preparation for employment and recreation opportunities in a manner conducive to the child achieving the fullest possible social integration, individual development and his/her cultural and moral development.

12.1.a eliminate all forms of discrimination against women and guarantee equal opportunity and access in the sphere of education and training;
12.2 States Parties shall take specific positive action to:
12.2.b promote education and training for women at all levels and in all disciplines, particularly in the fields of science and technology;
12.2.c promote the enrolment and retention of girls in schools and other training institutions and the organisation of programmes for women who leave school prematurely.
18.2 States Parties shall take all appropriate measures to:
18.2.c protect and enable the development of women’s indigenous knowledge systems;
19 Women shall have the right to fully enjoy their right to sustainable development. In this connection, the States Parties shall take all appropriate measures to:
19.d promote women’s access to credit, training, skills development and extension services at rural and urban levels in order to provide women with a higher quality of life and reduce the level of poverty among women;
