11.3.a

11.1
The Parties shall cooperate to strengthen their national capacities with the aim of implementing the present Agreement in an effective manner.
7.1
Each Party shall ensure the public’s right to participation and, for that purpose, commits to implement open and inclusive participation in environmental decision-making processes based on domestic and international normative frameworks.
6.8
Each Party shall encourage independent environmental performance reviews that take into account nationally or internationally agreed criteria and guides and common indicators, with a view to evaluating the efficacy, effectiveness and progress of its national environmental policies in fulfilment of their national and international commitments. The reviews shall include participation by the various stakeholders.
7.3
Each Party shall promote the participation of the public in decision-making processes, revisions, re-examinations or updates other than those referred to in paragraph 2 of the present article with respect to environmental matters of public interest, such as land-use planning, policies, strategies, plans, programmes, rules and regulations, which have or may have a significant impact on the environment.
6.5
Each Party shall guarantee that in the case of an imminent threat to public health or the environment, the relevant competent authority shall immediately disclose and disseminate through the most effective means all pertinent information in its possession that could help the public take measures to prevent or limit potential damage. Each Party shall develop and implement an early warning system using available mechanisms.
6.6
In order to facilitate access by persons or groups in vulnerable situations to information that particularly affects them, each Party shall endeavour, where applicable, to ensure that the competent authorities disseminate environmental information in the various languages used in the country, and prepare alternative formats that are comprehensible to those groups, using suitable channels of communication.
7.6
The public shall be informed, through appropriate means, such as in writing, electronically, orally and by customary methods, and in an effective, comprehensible and timely manner, as a minimum, of the following:

Each Party shall ensure that guidance and assistance is provided to the public —particularly those persons or groups in vulnerable situations— in order to facilitate the exercise of their access rights.
4.6
Each Party shall guarantee an enabling environment for the work of persons, associations, organizations or groups that promote environmental protection, by recognizing and protecting them.
6.1
Each Party shall guarantee, to the extent possible within available resources, that the competent authorities generate, collect, publicize and disseminate environmental information relevant to their functions in a systematic, proactive, timely, regular, accessible and comprehensible manner, and periodically update this information and encourage the disaggregation and decentralization of environmental information at the subnational and local levels. Each Party shall strengthen coordination between the different authorities of the State.
5.3
Each Party shall facilitate access to environmental information for persons or groups in vulnerable situations, establishing procedures for the provision of assistance, from the formulation of requests through to the delivery of the information, taking into account their conditions and specificities, for the purpose of promoting access and participation under equal conditions.
5.4
Each Party shall guarantee that the above-mentioned persons or groups in vulnerable situations, including indigenous peoples and ethnic groups, receive assistance in preparing their requests and obtain a response.
6.3
Each Party shall have in place one or more up-to-date environmental information systems, which may include, inter alia:

The public authorities shall make efforts to identify and support persons or groups in vulnerable situations in order to engage them in an active, timely and effective manner in participation mechanisms. For these purposes, appropriate means and formats will be considered, in order to eliminate barriers to participation.
10.2
Each Party, in line with its capacities, may take, inter alia, the following measures:
10.2.a
train authorities and civil servants on environmental access rights;
10.2.e
develop specific measures for persons or groups in vulnerable situations, such as providing interpreters or translators in languages other than official languages when necessary;
11.3
For the purposes of implementing paragraph 2 of the present article, the Parties shall promote activities and mechanisms, such as:

develop and strengthen environmental law and access rights awareness-raising and capacity-building programmes for, inter alia, the public, judicial and administrative officials, national human rights institutions and jurists;
10.2.c
provide the competent institutions and entities with adequate equipment and resources;
10.2.d
promote education and training on, and raise public awareness of, environmental matters, through, inter alia, basic educational modules on access rights for students at all levels of education;
10.2.f
acknowledge the importance of associations, organizations or groups that train the public on or raise public awareness of access rights;

The States Parties undertake to adopt measures, both internally and through international cooperation, especially those of an economic and technical nature, with a view to achieving progressively, by legislation or other appropriate means, the full realization of the rights implicit in the economic, social, educational, scientific, and cultural standards set forth in the Charter of the Organization of American States as amended by the Protocol of Buenos Aires.

ﺗﺴﺘﺮﺷﺪ ﺍﻷﻃﺮﺍﻑ، ﰲ ﺍﻹﺟﺮﺍﺀﺍﺕ ﺍﻟﱵ ﺗﺘﺨﺬﻫﺎ ﻟﺒﻠﻮﻍ ﻫـﺪﻑ ﺍﻻﺗﻔﺎﻗﻴـﺔ ﻭﺗﻨﻔﻴـﺬ ﺃﺣﻜﺎﻣﻬﺎ، ﲟﺎ ﻳﻠﻲ، ﰲ ﲨﻠﺔ ﺃﻣﻮﺭ:

-تحمي الأطراف النظام المناخي لمنفعة أجيال البشرية الحاضرة والمقبلة، على أساس الإنصاف: ووفقاً لمسؤولياهتا المشتركة، وإن كانت متباينة، وقدرات كل منها. وبناء على ذلك، ينبغي أن تأخذ البلدان المتقدمة النمو الأطراف مكان الصدارة في مكافحة تغـير المناخ والآثار الضارة المترتبة عليه.
3.3
-تتخذ الأطراف تدابير وقائية لاستباق أسباب تغير المناخ أو الوقاية منها أو تقليلها إلى الحد الأدنى وللتخفيف من آثاره الضارة. وحيثما توجد هتديدات بحدوث ضـرر جسيم أو غير قابل للإصلاح، لا ينبغي التذرع بالافتقار إلى يقين علمي قاطع كسبب لتأجيل اتخاذ هذه التدابير، على أن يؤخذ في الاعتبار أن السياسات والتدابير المتعلقة بمعالجة تغير المناخ ينبغي أن تتسم بفعالية الكلفة، بما يضمن تحقيق منافع عالمية بأقل كلفة ممكنة . ولتحقيق ذلك، ينبغي أن تأخذ هذه السياسات والتدابير في الاعتبـار مختلـف الـسياقات الاجتماعيـة - الاقتصادية، وأن تكون شاملة، وأن تغطي جميع مصادر ومصارف وخزانات غازات الدفيئة ذات الصلة، والتكيف، وأن تشمل جميع القطاعات الاقتصادية. ويمكن تنفيذ جهود تنـاول تغير المناخ بالتعاون بين الأطراف المهتمة.
4.1
All Parties, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives and circumstances, shall:
4.1.a

ﺗﻠﺘﺰﻡ ﺍﻟﺒﻠﺪﺍﻥ ﺍﳌﺘﻘﺪﻣﺔ ﺍﻟﻨﻤﻮ ﺍﻷﻃﺮﺍﻑ ﻭﺍﻷﻃﺮﺍﻑ ﺍﻷﺧﺮﻯ ﺍﳌﺪﺭﺟﺔ ﰲ ﺍﳌﺮﻓﻖ ﺍﻷﻭﻝ، ﻋﻠﻰ ﻭﺟﻪ ﺍﻟﺘﺤﺪﻳﺪ ﲟﺎ ﻫﻮ ﻣﻨﺼﻮﺹ ﻋﻠﻴﻪ ﻓﻴﻤﺎ ﻳﻠﻲ:

قوم جميع الأطراف، واضعين في الاعتبار مسؤولياهتم المشتركة، وإن كانت متباينة، وأولوياهتم وأهدافهم وظروفهم الإنمائية المحددة على الصعيدين الوطني والإقليمي، بما يلي: أخذ اعتبارات تغير المناخ في الحسبان، إلى الحد الممكن عملياً . في سياساهتا وإجراءاهتا الاجتماعية والاقتصادية والبيئية ذات الصلة، واستخدام أساليب ملائمـة، مثـل تقييمات الأثر، تصاغ وتحدد على الصعيد الوطني، بغية التقليل إلى أدنى حد من الآثار الضارة التي تلحق بالاقتصاد والصحة العامة ونوعية البيئة من جراء المشاريع أو التدابير التي يضطلعون هبا من أجل التخفيف من تغير المناخ أو التكيف معه؛
4.2.a
تلتزم البلدان المتقدمة النمو الأطراف والأطراف الأخرى المدرجة في المرفق الأول، على وجه التحديد بما هو منصوص عليه فيما يلي: يعتمد كل من هؤلاء الأطراف سياسات وطنية بشأن التخفيف من تغير المناخ، عن طريق الحد من انبعاثات غازات الدف يئة البشرية المـصدر من قبله وحماية وتعزيز مصارف وخزانات غازات الدفيئة لديه، وستظهر هـذه الـسياسات والتدابير أن البلدان المتقدمة النمو آخذة بزمام المبادرة إلى تعديل الاتجاهات الأطـول أجـلاً للانبعاثات البشرية المصدر بما يتفق مع هدف الاتفاقية، مع الإقرار بأن العو دة بحلول هناية هذا العقد إلى مستويات سابقة للانبعاثات البشرية المصدر من ثاني أكسيد الكربون وغيره مـن غازات الدفيئة التي لا يحكمها بروتوكول مونتريال، ستسهم في تحقيق ذلك التعديل، ومـع مراعاة الاختلافات في نقاط البدء بالنسبة لهذه الأطراف وهنجها وهياكلها الاقتصا دية وقواعد مواردها وضرورة الحفاظ على نمو اقتصادي قوي ومستدام، والتكنولوجيات المتاحة وغـير ذلك من الظروف المنفردة، فضلاً عن ضرورة تقديم مساهمات منصفة ومناسبة من جانـب كل من هذه الأطراف في الجهد العالمي المتعلق هبذا الهدف . ويمكن لهذه الأطراف أن تنفـذ تلك السياسات والتدابير بالاشتراك مع أطراف أخرى ويمكن أن تساعد أطرافـاً أخـرى في المساهمة في تحقيق هدف الاتفاقية، وبخاصة هدف هذه الفقرة الفرعية؛

وتقييم آثار تغير المناخ وقابلية التأثر به بغية وضع إجراءات ذات أولوية محددة وطنياً، مع مراعاة الفئات والأماكن والنُّظُم الإيكولوجية القابلة للتأثر؛

ورصد خطط وسياسات وبرامج وإجراءات التكيف وتقييمها والتعلم منها؛
7.9.e
وبناء قدرة النُّظم الاجتماعية الاقتصادية والنُّظم الإيكولوجية على التحمل، بوسائل تشمل التنويع الاقتصادي والإدارة المستدامة للموارد الطبيعية.
4.1
من أجل تحقيق هدف درجة الحرارة الطويل الأجل المحدد في المادة 2، تهدف الأطراف إلى تحقيق وقف عالمي لارتفاع انبعاثات غازات الدفيئة في أقرب وقت ممكن، مُسلِّمة بأن وقف ارتفاع الانبعاثات سيتطلب وقتاً أطول من البلدان النامية الأطراف؛ وإلى الاضطلاع بتخفيضات سريعة بعد ذلك وفقاً لأفضل المعارف العلمية المتاحة، من أجل تحقيق توازن بين الانبعاثات البشرية المنشأ من المصادر وعمليات إزالتها بواسطة البواليع في النصف الثاني من القرن، على أساس الإنصاف وفي سياق التنمية المستدامة والجهود الرامية إلى القضاء على الفقر.
4.19
ينبغي أن تسعى جميع الأطراف إلى وضع استراتيجيات إنمائية خفيضة انبعاثات غازات الدفيئة وطويلة الأجل والإبلاغ عنها، واضعةً في اعتبارها المادة 2 ومراعيةً مسؤولياتها المشتركة وإن كانت متباينة وقدرات كل منها، في ضوء الظروف الوطنية المختلفة.
6.1
تسلِّم الأطراف بأن تختار بعض الأطراف السعي إلى تعاون طوعي في تنفيذ مساهماتها المحددة وطنياً لإتاحة مستوى أعلى من الطموح في إجراءاتها المتعلقة بالتخفيف والتكيف وتعزيز التنمية المستدامة والسلامة البيئية.
7.1
تضع الأطراف بموجب هذا الاتفاق الهدف العالمي المتعلق بالتكيف والمتمثل في تعزيز القدرة على التكيف وتوطيد القدرة على التحمل والحد من قابلية التأثر بتغير المناخ، بغية المساهمة في التنمية المستدامة وكفالة استجابة ملائمة بشأن التكيف في سياق هدف درجة الحرارة المشار إليه في المادة 2.
7.9
يشارك كل طرف، حسب الاقتضاء، في عمليات تخطيط التكيف وتنفيذ الإجراءات، بما في ذلك وضع أو تعزيز الخطط و/أو السياسات و/أو المساهمات ذات الصلة، التي قد تشمل ما يلي:

تنفيذ الإجراءات و/أو التعهدات و/أو الجهود في مجال التكيف؛
7.9.b
The process to formulate and implement national adaptation plans;

10.4
مع مراعاة الظروف والاحتياجات التي ينفرد بها كل طرف من البلدان املتأثرة، تتضمن برامج العمل الوطنية، حسبما كان مناسبا، في جملة أمور، تدابير في بعض أو كل امليادين التالية ذات الأولوية، من حيث صلتها مبكافحة التصحر وتخفيف آثار اجلفاف في املناطق املتأثرة وصلتها بسكانها: تشجيع وسائل بديلة لكسب العيش وحتسني البيئة الاقتصادية الوطنية بغية دعم البرامج الرامية إلــى استئصال شأفة الفقر وإلى ضمان الأمن الغذائي؛ والديناميات السكانية؛ والإدارة املستدامة للموارد الطبيعية؛ واملمارسات الزراعية املستدامة؛ وتطوير شتى مصادر الطاقة واستخدامها بكفاءة؛ والأطر املؤسسية والقانونية؛ وتقوية القدرات في مجالي التقييم واملراقبة املنهجية، مبا في ذلك اخلدمات الهيدرولوجية وخدمات الأرصاد اجلوية، وبناء القدرات، والتثقيف وتوعية اجلمهور.
4.2
تقوم الأطراف، في سعيها إلى حتقيق هدف هذه الاتفاقية، مبا يلي:

القيام بإنشاء و/أو تعزيز - حسبما كان مناسبا - نظم للأمن الغذائي، مبا في ذلك مرافق التخزين والتسويق، ولا سيما في املناطق الريفية؛
